II.1.4)Short description:
Her Majesty's Courts and Tribunals Service (HMCTS), an Executive Agency of the Ministry of Justice (MoJ), is responsible for the administration of the Court system across England and Wales, and the majority of the Tribunals system across the UK.
HMCTS is undertaking a major reform programme, and by centring all our energies on delivering a better customer experience and harnessing the power of technology to enable us to work better and smarter, we are going to build a modern system for administering justice which will benefit those who need it most. To achieve this, we'll use an investment of nearly £1bn to transform the setting of justice, to transform our technology and to transform our own skills and capabilities.
HMCTS require a Delivery Partner to assist in the strategic development and delivery of the HMCTS Reform, working alongside the HMCTS team and key stakeholders.
We wish to award a 2 years + possible extension of up to 1 year contract for a Delivery Partner in July 2017.

II.2.4)Description of the procurement:
HMCTS is looking for a Delivery Partner (DP) who has tried and tested capacity and capability in delivering large-scale cultural and digital transformation programmes that can work alongside the existing portfolio delivery team as a partner to support delivery of Reform.
The Delivery Partner will be expected to provide services in the following areas:
— Transformation and change strategy;
— Transformation programme delivery;
— Project management and delivery;
— Property strategy and project management;
— People change;
— Management of digital technology delivery
— User centred service design and user experience; and
— Sustainable knowledge transfer and capability build.
The services will be contracted by way of work packages focussing on deliverables and outcomes.

DP should be equally committed to seeing HMCTS transformed in line with Reform objectives and plans. We expect DP to have access to, and manage, a diverse range of partners and SMEs to provide specialist services and/or lower cost base support.
