Public Sector Energy Mid-Market Inquiry
To ensure the CCS energy products and services provide the maximum level of benefits and opportunities within the public sector, CCS are looking to carry out extensive engagement within the energy market suppliers for the mid-market users. This will support the development of identifying solutions which will complement the current agreements and welcome new public sector users to a wider supply provision. The full scope and requirements of any potential agreement will be determined as a result of this market engagement.
CCS would like to engage with licenced suppliers who can offer dual fuel tariffs, flexible tariffs and/or flex products. Opportunities around customer self generation, green energy and market opportunities will also be explored. We would also be interested in engaging with suppliers who are licensed to supply Northern Ireland customers. This will be available to all UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations.

This prior information notice is to signal an intention to commence market engagement with customers and suppliers.
Crown Commercial Service intends to hold meetings/market engagement sessions in October 2019 with suppliers interested in potentially bidding for the resulting commercial contracts. The Cyber Essentials scheme is mandatory for Central Government Contracts which involve handling personal information and providing certain ICT products and services. The Government is taking steps to further reduce the levels of cyber security risk in its supply chain through the Cyber Essentials scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet.
To participate in the procurement for the supply of duel fuels bidders will be required to demonstrate that they comply with the technical requirements prescribed by Cyber Essentials [Plus] for the services under and in connection with the procurement.
The bidder may be awarded a commercial contract but shall not enter into any call-off contracts with buyers until they are able to demonstrate to CCS that they meet the technical requirements prescribed by the Cyber Essentials [Plus] Scheme for services under and in connection with this procurement.
The service that arise from this commercial agreement will involve the supplier holding material that has been assigned a protective marking under the Government Security Classifications Scheme (April 2014) of Official. It will be a condition of this contract that this material must be protected.
