Provision of Technical Support Services for Tendering Design for Compliance and Science Vessels
Marine Scotland are intending to have a tendering design developed with a view to procuring a new vessel in the near future and as a result wish to develop a tendering technical specification and its associated plans for the new vessel which will be used as part of the tendering documents for the shipyards.
The project will be split into a number of discreet stages, though an iterative approach to the project will be imperative, for example, as follows:
A. review and development of statements of requirement(s);
B. feasibility study for fuel/powering arrangements;
C. conceptual GA (General Arrangement) drawing;
D. hull design and powering;
E. deck and equipment arrangement;
F. accommodation arrangements;
G. wheelhouse layout;
H. machinery arrangements;
I. displacement calculations;
J. lightship weight estimates;
K. stability calculations;
M. resistance, power, sea keeping, environmental noise and maneuvering modelling;
N. development of full technical specification for design and build tender;
O. regulatory and Class assessment and check;
P. estimate of build costs;
Q. preparation of plans, drawings and documents for design and build tender;
R. assist with the evaluation of build bids, including yard visits;
S. design and drawing approval during design and build contract;
T. provision of supervisory staff throughout the build and trials stages at shipyard (working with Marine Scotland Staff).
Lot 1 and Lot 2
Task will be performed in your office in interaction with Marine Scotland staff based in Edinburgh.
A. Review and development of statements of requirement(s);
The contract will run to 31 March 2022 with the option of an extension until 31 March 2027.
Task will be done in your office with interaction with Marine Scotland staff in Aberdeen.

MM. design and drawing approval during design and build contract;
NN. provision of supervisory staff throughout the build and trials stages at shipyard (working with Marine Scotland Staff).
The contract will run to 31 March 2022 with the option to extend to 31 March 2027.
Section III: Legal, economic, financial and technical information
This section covers questions 4B1-6 of the ESPD (Scotland).
4B1a: Bidders will be required to have a minimum ‘specific’ yearly turnover of GBP 1 500 000 for the last 2 years.
In the event that the bidder does not comply with this requirement, they will not be considered any further in this tendering exercise.
As evidence for the ESPD (Scotland) question 4B1a, the Procurement Officer may ask for annual accounts from the bidder.
4B5: It is a requirement of this contract that bidders hold or can commit to obtain prior to the commencement of any subsequently awarded contract, the types of insurance indicated below:
Employers (compulsory) liability insurance = in accordance with the legal obligation for the time being enforced.
Professional indemnity insurance = GBP 10 million.
Public liability insurance = GBP 10 million.
4B6: Bidders must demonstrate a current ratio of greater than 0.8.
Current Ratio will be calculated as follows: net current assets divided by net current liabilities.
Please state whether you have applied IFRS15 to your accounts.
There must be no qualification or contra-indication from any evidence provided in support of the bidders economic and financial standing.
Details of technical facilities, measures for ensuring quality and quality management procedures.
4C3a: Bidders will be required to provide details of the technical facilities and measures for ensuring quality. Within this response, bidders should include a declaration of relationship with any shipyards or equipment manufacturers, highlight any conflict of interest this may cause and detail how this will be mitigated.
4C7: Bidders will be required to confirm what environmental management measures they will employ.
4C9: Bidders should provide details of relevant tools, plant or technical equipment available to you in relation to this procurement exercise.
4C10: Bidders will be required to confirm that whether they intend to subcontract and if so, for what proportion of the contract.
Quality management procedures
1) The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent).
2) The bidder must have the following:
A documented policy regarding quality management. The policy must set out the responsibilities for quality management demonstrating that the bidder has and continues to implement a quality management policy that is authorised by their chief executive or equivalent and is periodically reviewed at a senior management level. The policy must be relevant to the nature and scale of the work to be undertaken and set out responsibilities for quality management throughout the organisation.
