Maintenance and cleaning of the buildings of the European Court of Auditors.
This invitation to tender procedure aims to select the contractor who will be responsible for maintaining and cleaning the 3 buildings of the European Court of Auditors (K1, K2 and K3), as well as their surroundings.

The cleaning services to be provided are subdivided into programmes:
— general programme for cleaning work (group I) — offices, conference/meeting/training rooms, toilets/showers/changing rooms, canteens/cafeterias/kitchens/kitchenettes, specific rooms, parking areas/unloading bays/exterior areas, access areas, etc.,
— specific programme for cleaning work (group II) — cleaning windows, blinds and facades and clearing ice and snow,
— ad hoc cleaning services (group III) — this relates to services which may be requested at any time, in addition to those carried out as part of groups I and II, in line with requirements.
The planned start date for the contract is 1.3.2018, provided the contract is signed by both parties by this date.
Section III: Legal, economic, financial and technical information
tenderers must meet the selection criteria. To do so, they must have the legal, financial, economic, technical and professional capacity to carry out the tasks envisaged under this contract. Tenderers and any subcontractors must demonstrate that they are not in any of the situations described in Articles 106 and 107 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002, as amended, which would exclude them from participating in contracts financed by the budget of the European Union. As proof thereof, the tenderer must enclose with his tender a duly completed solemn declaration, dated and signed by the person authorised to represent the candidate. The tenderers selected for the contract award must provide the evidence set out in the specifications.

To satisfy this requirement, they must demonstrate that both their overall turnover and their turnover for building cleaning services over the last 3 financial years (2016, 2015 and 2014) average 1 000 000 EUR per year. As proof thereof, the tenderer must enclose with his tender a duly completed solemn declaration, dated and signed by the person authorised to represent the candidate. The tenderers selected for the contract award must provide the evidence set out in the specifications.
tenderers must demonstrate that both their overall turnover and their turnover for building cleaning services over the last 3 financial years (2016, 2015 and 2014) average 1 000 000 EUR per year.
1. list of similar services provided over the last 3 years for 3 different clients [title and recipients of services provided, start and end dates, surface areas worked on (in m2), value of the contract, number of technical staff involved].
Where the recipient of the services was a contracting authority, tenderers shall furnish proof thereof in the form of certificates issued or countersigned by the appropriate body;
2. statement as to the tenderer's average annual manpower and that of any sub-contractors over the last 3 years;
3. the tenderer must demonstrate that he is capable of providing the service in an environmentally friendly manner. In particular, he must demonstrate that his staff are given regular training on the environmental effects of cleaning activities, and that environmental legislation and requirements are complied with.
1. at least 3 projects for 3 different clients, each with a duration of at least 6 months and a minimum surface area of 25 000 m2,
2. an average, over the last 3 years, of at least double the minimum number of technical staff required for this contract (see specifications, part B, point 10.2);
3. environmental management system (such as an EMAS system or standard ISO 14001 or equivalent). All other means of proof of equivalent environmental management measures taken by the tenderer will also be accepted.

tenderers or their representative wishing to attend the opening of tenders should confirm this in writing (e-mail: firstname.lastname@example.org) by 11.12.2017 (12:00) at the latest, and must provide their due authorisation to represent their company or the consortium. 1 person per company/consortium may attend.
Section VI: Complementary information
A new invitation to tender should be published in 4 years time.
In order to enable companies to better assess the nature and scale of the contract, site visits are planned for 9.11.2017 (10:00) and 14.11.2017 (10:00) (meeting point in the entrance hall of building K3 of the European Court of Auditors, 12, rue Tony Rollman, L-1468 Luxembourg-Kirchberg, LUXEMBOURG). Service providers wishing to attend a site visit should confirm this via e-mail (email@example.com) before 16:00 on the day prior to the visit.
Requests for additional information must be sent via the 'Create a question' link in the 'Questions and Answers' tab on the corresponding TED eTendering page (https://etendering.ted.europa.eu/cft/cft-display.html?cftId=3012). Where applicable, the additional information and the aforementioned information shall be published on this site. Tenderers are advised to register in the eTendering application in order to receive notifications regarding the contract. No replies will be given to requests for additional information received less than 5 working days before the closing date for delivery of tenders.
