EASME is launching the present call for tender for the development and communication of food price composition indicators, based on extensive data collection and analysis.

The study aims to specify how consumer expenditure on food is distributed between the different stages of the food supply chain (farmers, processors and retailers). It shall primarily show patterns of price composition at Member State level, and cover the most often purchased basket of products. The indicators shall also show, to the extent that this is feasible, the relationship between the output value and input costs. In addition, the call for tender shall contain communication activities with stakeholders as well as the wider public, to disseminate the knowledge to actors in the business and to consumers.

Changes to tender specifications under Section 1.4.2.2 "Product scope", page 9

The current sentences: “The value chain of the products chosen must take place predominantly inside the EU. The product scope must include at least 10 products” have been removed from the updated tender specifications.

Subsequently section 1.4.2.2. should be read as follows:

“1.4.2.2 Product scope

The call for tender shall include a number (minimum 20) specific food products that are frequently sought by the EU consumers. Together these products shall constitute and be referred to as a “basket”.

The product baskets shall contain as minimum and non-exhaustively:

— processed food products of relatively low complexity,

— several basic products (agricultural products,

— a diverse mix of fruit and vegetable, dairy products, meats, cereals and other food categories.

The products must be specified down to a product type, e.g. UHT milk, while avoiding specific brands. The type of product chosen for each MS must be relevant to that MS, with respect to consumer preferences meaning that the product type may differ between Member States. The different product types must be comparable. For example: If the product scope contains the product “hard cheese”, the basket of member state A may contain Gouda cheese while in member state B it contains cheddar cheese. However, it should not contain a different type of cheese such as Parmigiano, or Camembert, which are in a different price category.“
