Development and Maintenance Services for the Earth Observation Data Centre (EODC)
The successful tenderer will provide the EODC with the following services:
1. corrective maintenance including helpdesk for application incident management;
2. evolutive maintenance;
3. substitution of the CleanSeaNet Data Centre legacy system with new components using cloud services.
This contract aims to maintain, enhance, or substitute system components of the current EODC applications: EO-processing and CSNDC legacy system. The main objectives are:
— replace all EO services provision modules and respective interfaces, currently being covered by the CSNDC Legacy System using cloud services;
— implement a platform to support the provision of all EMSA’s EO services to EO communities;
— introduce the latest technologies in quality control through an advance viewer for EO products (satellite imagery and value added products);
— support the integration of artificial intelligence technologies in the context of satellite-based object detection, classification and anomaly identification;
— upgrade of the EO-processing baseline technologies and supported satellite missions.

1. Please note that, in order to protect commercially sensitive information of EMSA’s present contractors, the participation in this procurement procedure is restricted to economic operators who are NOT currently EMSA service providers of earth observation services;
2. In case of unavailability or disruptions in the functioning of the electronic means of communication provided in section I.3) in the last five calendar days before the time limit for receipt indicated in section IV.2.2), the contracting authority reserves the right to extend this time limit and publish the extension at the internet address provided in section I.3), without a preceding publication of a corrigendum to this notice. Economic operators interested in this procurement are invited to subscribe to the call for tenders at the address in section I.3) in order to get notified when new information or documents are published.
