Section II: Object
Translation Services into German
The European Parliament acting as the Contracting Authority on behalf of the European Court of Auditors, the European Economic and Social Committee and the Committee of the Regions has decided to issue this invitation to tender to conclude framework contracts (FWC) for the supply of translation services of monolingual and multilingual source language documents from English or French or Italian or Spanish into German.
The FWC shall enter into force on 1.1.2020 or on the date on which it is signed by the last contracting party, and shall run until the end of 2020. The maximum duration of a framework contract will be 5 years.
The signature of a FWC does not constitute an obligation to outsource any translation assignments under that agreement.
Estimated maximum volumes of standard pages to be translated per year (non-contractually binding)
European Parliament 40 000
European Court of Auditors 2 500
European Economic and Social Committee 4 000
European Committee of the Regions 2 500
The FWC shall be renewed tacitly on an annual basis, but its duration may not exceed five years, unless one of the parties objects thereto by registered letter sent at least three months before the expiry of the initial duration or before each an annual renewal date. Such renewal shall not entail any modification or deferment of existing obligations.
Successful Tenderers will be ranked in accordance with the award criteria (see chapter 15 of the specifications).
Section III: Legal, economic, financial and technical information
The Tenderer must submit together with the tender documents listed in Annexes XIV and XV of the specifications.
See the draft contract and the specifications
Section IV: Procedure
This specificity stems from the EP legislative term, which runs for five years, and the fact that historically the penultimate year of the 5-year legislative cycle is the busiest period for translation demand and therefore for outsourcing of translations.
Will be communicated at a later date.
Only one representative may attend. Tenderers failing to give notification no later than 7 working days before the opening will automatically be refused access to the opening. The name of the person attending the opening of the tenders must be given in the notification.
