Community benefits are included in this requirement. For more information see: http://www.publiccontractsscotland.gov.uk/info/InfoCentre.aspx?ID=2361
A summary of the expected community benefits has been provided as follows:
Following agreement of the City of Edinburgh Council's Sustainable Procurement Policy, there is a requirement that Council contracts consider an approach which recognises sustainability — in particular the application of social, environmental and economic benefits from procurement.
The following link provides for further information on community benefits in procurement:
http://www.scotland.gov.uk/Topics/Government/Procurement/policy/procurecombenefits
Example of such benefits may include; employability initiatives such as work experience, training, internships, apprenticeships, community engagement and enhancement, e.g; the improvement of local community facilities, opportunities through the supply chain for third sector suppliers and social enterprises and other aspects around volunteering, engagement with community groups, use of community venues and other services, etc. Other information is available from the following sites; http://www.readyforbusiness.org/ and http://www.sdpscotland.co.uk/home-news
In line with the policy and with regards to this contract specifically, please provide details of how your organisation intends to meet the Councils desire to award a contract which secures additional community benefits during the delivery and execution of this contract? (see Appendix 1 below for examples of Community Benefits). Your response should outline all community benefits that your organisation can offer the council through your approach to service delivery.
Bidders should be aware that only those community benefits which relate to the subject matter of the contract itself can be taken into account in the contract evaluation. Although the judgement of relevance is a matter for the City of Edinburgh Council, an innovative approach to how those benefits relate to the subject matter is encouraged.
Your response should include full details of:
— benefits offered which you will bring to this contract, how these will be managed and monitored and how you will ensure successful delivery;
— how they contribute towards the requirements of this contract and the identified outcomes;
— evidence used to inform your approach;
— further details of your plan for delivering these benefits as part of overall delivery.
