Abschnitt II: Gegenstand
Environmental Maintenance Contract 2021-2024
Cassiltoun Housing Association plans to engage, for a period of 3 years, an experienced contractor to provide an environmental maintenance service for its residents within its stock in the Castlemilk area of Glasgow.
Cassiltoun Housing Association wishes to engage, for a period of 3 years, a suitably qualified contractor to:
(a) provide an exemplary environmental maintenance service to residents of the housing stock within Cassiltoun’s ownership and management;
(b) achieve targets on quality and timescale for a fixed price and/or rates;
(c) achieve value for money and minimise administrative costs by agreeing a fixed price for the provision of services for a set period;
(d) achieve resident satisfaction levels of a least 95 %, per Cassiltoun HA’s satisfaction survey that will be carried out at intervals during the contract.
The contract will include an option for Cassiltoun to appoint for a further 2 years. Any such extension will solely be at the discretion of CHA.
ESPD must be fully completed in the format requested and returned on time. Failure to complete any of the sections included within this procurement specific ESPD will lead to exclusion from the competition.
Bidders must pass the minimum standards section of the ESPD; any ‘fail’ will lead to exclusion from the competition.
All firms who achieve ‘pass’ on all the ‘pass/fail’ sections and also achieve the quality threshold, which has been set at 90 points at section 4C.1.2, will proceed to stage 2.
Beyond that, the Association will consider, but not be compelled to, including additional firms onto the shortlist based on ranking of score from ESPD assessment.

Failure to meet minimum standards/ levels will lead to exclusion from the contract assessment of economic and financial standing will be based on an annual turnover more than GBP 159 350 this being double the anticipated annual value of the contract. annual net profit greater than zero in each of the past 3 years or in the case of profit a statement in mitigation and agreement to enquiries through credit reference agencies (Dunn and Bradstreet);
Firms having, or agreeing to secure, insurance types and levels as follows:
Public liability GBP 5 million
Employers liability: GBP 10 million.
Candidates, if shortlisted, will be asked to provide financial accounts for the most recent year they are available and agree to additional financial credit checks including an assessment of annual turnover and profit over the last 3 financial years, supplemented by enquiries through credit reference agencies (e.g. Dunn and Bradstreet) to confirm the company is not at a higher than average risk of business failure.

Applicants must be able to demonstrate, to the satisfaction of CHA, that they have experience of providing services similar in scope, quantity and value to the procurement now being advertised. At least 2 No. examples must be given and they must be for work taken within the last 3 years. Further, any example given must be for a completed contract or a contract that is at least 12 months into contract to allow Cassiltoun to seek a reference for a completed project and/or full year of performance. The employer must be permitted to obtain evidential references from any of the candidate’s clients, whether listed or not, to evidence the quality of service the candidate states has been previously provided to the employer and/or other. By submitting for this procurement, you are deemed to agree to this.
A full description is required of each example contract along with details of how your involvement in that contract demonstrates experience, capacity and capability to deliver Cassiltoun’s environmental maintenance contract as detailed in the project brief.
You will maximise your score if you can demonstrate the following:
— experience is similar scope, quantity and value of works for a minimum of two completed term contracts for the provision of an environmental maintenance contract;
— experience providing a service within the socially rented sector or comparable sector with potentially vulnerable residents;
— experience in achieving high levels of customer satisfaction;
— experience of working to and meeting KPI targets;
— experience of making a meaningful contribution to the local areas in which you work through community benefits actions.
Bidders are to provide full details of the projects including, project description, price, dates, customer/client etc. and how the example demonstrates appropriate experience of providing services similar in scope, quantity and value to the procurement now being advertised.
Please provide a maximum description of 500 words for each example.
Please complete the requested details within the confines of the ESPD table/document- do not extract the section and provide it as an appendix. Failure to adhere to this requirement may lead to your exclusion from the competition.
Fail will be awarded if applicant cannot certify to having, or committing to secure prior to contract being place, Constructionline registration or BS OHSAS 18001/ ISO45001 (Occupational H+S) or an SSIP scheme.
Your company must have (or agree to secure in advance of contract being let) a management system to ensure there is a single, clearly identified local point of contact/quality controller and that quality is managed effectively.
Your company must have (or agree to secure in advance of contract being let) an equal opportunities policy which you actively promote and adhere to.
‘Fail’ will be awarded if you fail to certify to the above.

It should be understood that Cassiltoun Housing Association Ltd is not liable for any costs incurred by the tenderers in the preparation of proposals.
Proposals shall be made without obligation by the Association to acquire any of the services included, or to discuss the reasons why the proposal is accepted or rejected.
