III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: economic and financial capacity will be assessed on information contained in the documents that tenderers must provide, namely:
— copy of the complete financial statements (balance sheet, profit and loss accounts, cash flow table and annexes) published in the annual report and audited or, should this not be obligatory, certified exact and sincere by a representative of the tenderer, for at least the past 2 financial years for which accounts have been closed, and
— proof of valid professional risk insurance cover.
Minimum level(s) of standards possibly required: for the contract in this invitation to tender, the European Parliament requires tenderers to have a minimum financial and economic capacity which will be assessed on the following criteria:
— a minimum turnover, realised in the field of the lot concerned, of:
• 200 000 EUR per year over the past 2 financial years for which accounts have been closed, if submitting a tender for lot 1;
• 100 000 EUR per year over the past 2 financial years for which accounts have been closed, if submitting a tender for lot 2;
• 300 000 EUR per year over the past 2 financial years for which accounts have been closed, if submitting a tender for both lots,
— taking out civil liability insurance (including professional risks).

Information and formalities necessary for evaluating if the requirements are met:
technical and professional capacity of economic operators will be assessed on a list of the principal services performed during the 3 years prior to the publication of this contract notice. Economic operators must provide this list of services which will give details of their values, dates and public or private recipients. If these services were provided to a European institution, economic operators must provide proof in the form of certificates issued or countersigned by the competent authority.
Minimum level(s) of standards possibly required:
the tenderer must have sufficient technical and professional capacity to perform the contract in compliance with the contractual provisions and taking account of its value and scope.
The European Parliament particularly requires tenderers to have the following technical and professional capacities:
— at least 3 years' experience in providing services similar to those in this contract.

The European Parliament will organise an optional site visit to take place
— on 13.1.2016 on the European Parliament's premises in Brussels, and
— on 20.1.2016 on the European Parliament's premises in Strasbourg.
Up to 2 representatives per company may attend.

To prepare an entry pass, please send via e-mail (inlo.ao-str@europarl.europa.eu) the company name and the name, position, identity card number and date of birth of the participants, 2 working days before the opening. Participants must carry a valid form of identity.

Once the participants have been accredited, the European Parliament will provide the access procedures and the location of the meeting point.
The European Parliament will draw up a report at the end of the site visit, which will be annexed to the document providing additional information below. Any travel costs relating to the site visit are to be borne by the economic operators and will not be reimbursed by the European Parliament.
