SAR/Galileo Return Link Service evolutions.
The objective of the project is to prepare the evolutions of the SAR/Galileo Return Link Service and in particular study the further implementation of the remote beacon activation and 2-way messaging services.
— The total scope shall encompass a phase A/B for such service implementation.
— Following initial assessment of the requirements for these 2 services, the proposed activity will derive possible architecture, preliminary design and operational concepts for the implementation of these services.
— The project will also ensure coordination of the user requirements with the various stakeholders: ICAO, IMO, RCCs.
— For the remote beacon activation service, specific emphasis shall be placed on the security, safety, operational concept and aircraft implementation aspects.
— For the 2-way messaging service, specific emphasis shall be placed on the possibility to reduce the latency of the system.

An authorised representative of each tenderer may attend the opening of the bids. Companies wishing to attend are requested to notify their intention by sending an e-mail to GROW-GP2-CALL-FOR-TENDERS@ec.europa.eu at least 48 hours in advance.
Section VI: Complementary information
Participation conditions: in accordance with Article 18 of the Regulation (EU) No 1285/2013 of the European Parliament and of the Council (GNSS Regulation), it is considered necessary, in order to protect the essential interests of the security of the European Union and/or its Member States (MSs), to limit the participation in this procurement procedure to tenderers who are legal persons established in a participant State to the European GNSS programme (EU Member States, Norway or Switzerland) or natural persons who are nationals of an EU Member State, Norway or Switzerland. A legal person is to be considered as established in one of the MSs where the following conditions are met:
— the legal person is incorporated in one of the MSs, Norway or Switzerland, and
— the controlling shareholder(s) including the ultimate controlling shareholder are either natural persons of EU-28, Norwegian or Swiss nationality or incorporated in one of the MSs, Norway or Switzerland.

Within 2 months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge of the plaintiff. A complaint to the European Ombudsman does not have as an effect either to suspend this period or to open a new period for lodging appeals.
