NHS NOE CPC Framework Agreement for Estates Consultancy Services
NHS North of England CPC is seeking to award a framework agreement for the provision of Estates Consultancy Services. In summary, this tendering exercise is to establish a Framework Agreement with a number of providers of Estates Consultancy Services relevant to the needs of NHS and other health sector and public sector bodies.
The requirement is for an efficient, effective and value for money service which will assist all those participating in the Framework Agreement to fulfill their requirements for Consultancy Services across the health and wider public sector.
The requirement is to be broken down into Lots (please see Master ITT document for further detail) with a maximum of 8 (eight) providers per Lot.
Programme Management and Project Management for Property/Estates
To include but not limited to: all aspects of programme and project management and advisory services, estates strategy and business case development.
Structural Engineering (and related services)
To include but not limited to design, construction, repair, conversion and conservation advisory services.
Civil Engineering (and related services)
To include but not limited to: site investigations, design advisory services, legal compliance.
Architectural Services (and related services)
To include but not limited to architectural services and architectural advisory services, interior design services.
Health and Safety (and related services)
To include but not limited to safety consultancy services, access control, regulatory consultancy, workplace health and safety, CDM advice and co-ordination.
Asbestos Consultancy, Survey and Testing (and related services)
To include but not limited to asbestos services, air monitoring, re-inspections, advisory services.
Building Related Services
To include but not limited to delapidations, general advice on buildings and estate, conditions reporting.
Environmental and Energy Services
To include but not limited to energy/management efficiency, CHP schemes, emissions reductions, environmental impact condition monitoring and reporting.
Renewable Energy Consultancy, Project Management (and related services)
To include but not related to microgeneration, renewable technology and related services.
Quantity Surveying and Cost Advisory (and related services)
To include but not limited to initial cost advice and feasibility studies, budget estimating, cost planning, procurement advice, contractual advice, advice on contractor selection.
PFI/PPP Specialist Consultancy (and related services)
To include but not related to contract and financial management, savings and efficiency reviews, cost reduction, income generation, overall contract expenditure advice, re-negotiation of contracts.
Estates Management Consultancy and Agency Services (and related services)
To include but not related to variation services (fixed asset valuations, rating valuations, general valuations) property lease management, asset management (disposals, acquisitions, property utilisation) property strategy, property/estate management services, commercial estate agency services, planning consultancy services.
To include but not limited to multi-disciplinary services, where the scope of the requirement covers at least 2 or more of the specialist areas covered within Lots 1-12 and/or other consultancy/advisory services. This Lot would be used where the scope of work was particularly wide ranging and broad in its nature such that the scope of the service required was not able to be procured under any one of the specialist Lots 1-12.

NOE CPC member bodies as listed at http://www.noecpc.nhs.uk/current-members, and any additional new CPC members for the duration of the Agreement, plus any other NHS/Public Sector bodies located in England, Wales, Scotland, Northern Ireland and any of the Crown Dependencies (including, but not limited to, the Isle of Man), subject to the approval of Authority, including but not limited to Acute Trusts, Foundation Trusts, Clinical Commissioning Groups, Ambulance Trusts, Care Trusts, Hospital Trusts, Mental Health Trusts, Community Health Trusts, Special Health Authorities, Health Boards, NHS Commissioning Boards, Commissioning Support Units and other health organisations (Wales, Scotland and Northern Ireland), Health and Social Care Trusts (Northern Ireland), Community Health Councils, Local Health Boards, Social Enterprises, NHS Collaborative Procurement Hubs / Organisations, Sustainability and Transformation Partnerships (STPs) and their individual constituent organisations, GP Practices, Primary Care Commissioners, Department of Health, Public Health England and Local Authorities (where Local Authorities are engaged in the provision or commissioning of health related services, for example (but not limited to) the fields of healthcare, social care, early years care and public health).

NOE CPC will incorporate a minimum 10 calendar standstill period at the point information on the award of contract is communicated to tenderers, in accordance with Regulation 87 of the Public Contract Regulations 2015. Any tenderer wishing to appeal the decision to award the contract, or after the award of the contract appeal the award of the contract, shall have the rights set out in Part 3 of the Public Contract Regulations 2015.
