Explanation:
The contractor has offered to provide the authority with 24 dwelling houses for social housing at Blackiemuir avenue, Laurencekirk in satisfaction of a planning obligation contained within an agreement between the KIC (Holdings) Ltd and the authority under Section 75 of the town and country planning (Scotland) Act 1997 (which agreement was registered in the land register on 22.8.2012. The authority intends to enter into a combined transaction to acquire the land upon which the dwelling houses will be built and for the construction of the dwelling houses in accordance with a specification approved by the authority. The estimated value is 3 445 308,33 GBP inclusive of land. Land value 206 000 GBP. This transaction is exempt from the requirement to advertise in the Official Journal of the European Union due to it being below the threshold for a public works contract and also because it is a contract to purchase land.
