Procurement of Geographic Information Systems (GIS)
Drammen kommune [Drammen municipality] will procure geographic information systems (GIS) for management and publication of geodata. The procurement is divided into lots in accordance with PPR §19-4, and it is possible to submit tender offers for all or individual parts of the contest.
Implementation will be complete by 3 May 2021 and contracts will be signed with a three year duration and the possibility to extend for 1 year at a time.
The systems must make it possible for the municipality to:
— collect fees through efficient case management
— to a greater extent use geographic analysis in decision-making
— offer good systems for insight for residents and industry
— offer good solutions for internal standby work
— offer good systems for internal case management
— ensure continual access to map systems for case management and insight into map data for residents and industry.
The contracting authority retains the right to combine multiple lots if the contracting authority finds this expedient.
Systems Adapted for Management of FKB Data
A system will be procured for management of FKB data. The system must have built-in automatic control functionality to FKB product specifications. It is an advantage if the system can also be used for cadastral registration of buildings and addresses.
Ongoing contract with 3-year commitment. Automatic renewal for 1 year at a time after 3 years.
System Adapted for Management of Plan Data
There is a need for a system that is specially adapted to plan data management in accordance with the associated laws, that has built-in structure and control functionality with the product specifications for plan data.
System Adapted to Management of Survey Businesses in accordance with the Cadastral Act
There is a need for a system that is specially adapted to the documentation requirements for property surveying businesses in accordance with the Cadastral Act. It is an advantage if the system can also be used for cadastral registration of properties.
System for Management of Other Surveys
There is a need for a system that can perform land survey calculations and reporting from other types of measurements than survey businesses in accordance with the Cadastral Act, with the highest possible functionality.

System for Management of Topic Data and Analysis
There is a need for a system that best facilitates management of open, non-standardised and international geodata formats, with the highest possible functionality for preparation and analysis of geodata.
Ongoing contract with three year commitment. Automatic renewal for 1 year at a time after 3 years.
System for Publication and Management of Access to Information Systems
There is a need for a system that can present geodata through interactive access maps, particularly adapted for residents, industry and case managers in the municipality, with the most flexibility in possibilities for integrations, functionality and continual adaptations of content.
Solution for Publication and Management of Map Applications
There is a need for a solution that can make geographical information as efficiently available as possible through presentation in simple map applications on the internet.
System for Publication and Management of Geodata in 3D
There is a need for a system to manage and publish geodata in 3D, with the most possible functionality for visualisation and analysis.
Solution adapted standby
There is a need for a map system adapted for standby work, that can function in emergency situations and has the necessary functionality to perform specific scenario-based analytical assignments.
