Framework Agreement for Oracle Assistance Service
The Norwegian Armed Forces are using the Oracle software.
The objective of the call for tenders is to enter a framework agreement with a provider of consultancy and advisory services who can ensure that users can make call-offs for assistance in connection with operation and production support, further development and improvement of those of the Armed Forces' applications that use the Oracle technology, and assistance in connection with any installations/upgrades, and other general consulting assistance thereof.

There is an option for an extension, see point II.2.11).
The contract can be extended once or more times for up to an additional 2 years.
Section III: Legal, economic, financial and technical information
Qualification requirement: the tenderer must be registered in company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirements: Norwegian tenderers — company registration certificate. Foreign tenderers: Confirmation that the tenderer is registered in a company register, professional register or trade register in the country where the tenderer is established.
Tenderers must have good experience from equivalent assignments.
Tenderers must have sufficient capacity to complete the delivery.
Tenderers must have a good environmental management system.
Tenderers must have a good and well functioning quality assurance system.
Description of the tenderer's three most relevant contracts in the last three years. The description must include a statement of: Brief description of the delivery, assignment value, dates, recipient (name, telephone and email). It is the tenderer´s responsibility to document relevance through the description.
A description of technical personnel, particularly those who are responsible for quality control, that the tenderer has at disposal for fulfilment of the contract.
A description of environmental measures that have been implemented in the business. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
A description of the tenderer´s quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
