Classification and Maintenance of the Towboats Sleipner and Mjølner
The objective of the contract is to carry out maintenance of the tugboats HS 4 Sleipner and HS5 Mjølner, in such a way that these satisfy the requirements in accordance with the DNV GL class.
The assignment for the tug Sleipner must be completed by 18 December 2020.
The docking of Mjølner must be initiated no later than 18 December 2020. The assignment for the tug Mjølner must be completed by 1 February 2021 and should be completed by 18 December 2020.
Section III: Legal, economic, financial and technical information
— Requirement: the tenderer must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirement: Company registration certificate.
Requirement: the tenderer must have employees who are approved in the Norwegian Directorate for Civil Protection's (Norwegian: DSB) register for the following: approved for executing maritime installations.
Documentation requirement: certificate of approval from the Norwegian Directorate for Civil Protection (Norwegian: DSB) must be presented.
Requirement: the tenderer must have the adequate economic and financial capacity to carry out the assignment.
Documentation requirement: credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.
Requirement: tenderers must have good experience from similar deliveries.
Documentation requirement: an overview of the tenderer's 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of:
• the assignment's value,
• recipient (name, telephone and email),
• a brief description of the assignment. It is the tenderer’s responsibility to document relevance through the description.
Requirement: the tenderer must have sufficient competence to carry out the assignment.
Documentation requirement: a description of the education and professional qualifications of the personnel that the tenderer has at his disposal for implementation of the contract. CVs are not requested here.
Requirement: the tenderer shall have sufficient capacity to complete the delivery. Documentation requirement: A description must be given of the tenderer's technical personnel or technical entities at the tenderer's disposal to fulfil the contract.
Requirement: The executing dockyard must have facilities to carry out the work regardless of weather conditions. The tugboats must be under roof when docking. Temporary facilities are sufficient for complying with the requirement. Documentation requirement: A description of the facilities for docking.
Requirement: The tenderer shall have a good and well-functioning quality assurance system. Documentation requirement: A description of the tenderer’s methods for quality assurance related to maintenance and repair services. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
Requirement: The tenderer shall have a good environment management system. Documentation requirement: A description of the environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
