The European coastguard pilot project, as initiated by the European Parliament, focuses on creating operational and technical synergies between the European Maritime Safety Agency (EMSA), the European Border and Coast Guard Agency (Frontex) and the European Fisheries Control Agency (EFCA).
The provision of a remotely piloted aircraft system (RPAS) service and associated data will support maritime situational awareness for the 3 Agencies and Member States.
This procurement, as part of the pilot project, aims at demonstrating state-of-the-art RPAS capabilities regarding aircraft, sensors, and operations. The demonstration should show how RPAS can support a range of maritime surveillance activities, for example maritime pollution monitoring, emissions monitoring, illegal fishing detection, anti-drug trafficking, illegal immigration and search and rescue operations.

Description of particular conditions: In addition to economic operators established in the Member States of the Union, only economic operators from the following countries are eligible to participate in the present procurement procedure: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Montenegro, Norway and Serbia. In the case of economic operators from other non-EU Member States, EMSA may, only in exceptional circumstances, accept their participation in a particular procurement procedure without creating a precedent or obligation for future participation.

Information and formalities necessary for evaluating if the requirements are met: To be eligible for participating in this contract award procedure, tenderers must not be in any of the following exclusion grounds:
(a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of ‘res judicata’;
(c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify;

(e) they have been the subject of a judgment which has the force of ‘res judicata’ for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Union's financial interests;
(f) is a subject of the administrative penalty for being guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in the procurement procedure or failing to supply information, or being declared to be in serious breach of his obligation under contract covered by the budget.
