Construction of a Resource Recovery Facility (RRF), EcoPark House and Related Works, including Hard and Soft Landscaping, Services and Utilities
North London Waste Authority (the Authority) is commencing procurement of a contractor to carry out the following works at the Edmonton EcoPark:
(i) construction of a resource recovery facility incorporating a reuse and recycling centre and associated works;
(ii) construction of a building to be known as EcoPark House comprising of a visitor, community and education centre for the wider community, office accommodation and a boat canopy and associated works;
(iii) works to the existing utilities relating to the RRF and EcoPark House, laying and installation of new utilities and services.

North London Waste Authority (the Authority) is commencing procurement of a contractor to carry out the following works:
(i) construction of a Resource Recovery Facility (RRF) incorporating a reuse and recycling centre and associated works. It includes construction of the following: recycling and fuel preparation facility (RFPF), a reuse and recycling centre (RRC), offices, and staff and visitor welfare facilities, odour abatement and dust suppression plant and equipment, fire control water tanks and pump house and equipment, surface water pumps, pipework and attenuation tanks, vehicle and cycle parking, vehicle and cycle and pedestrian routes and weighbridges, landscaping;
(ii) construction of a building to be known as EcoPark House comprising of a visitor, community and education centre for the wider community, office accommodation, a boat canopy and associated works including hard standing, drainage, earthworks, landscaping, fencing and lighting, and clearance of the wharf;
(iii) works to the existing utilities relating to the RRF and EcoPark House, laying and installation of new utilities and groundworks.
These works include the relocation or decommissioning of existing and the laying of new pipes, cables and systems for portable water, wastewater, surface water, foul water, process water, electricity, gas, and CCTV, telecoms and data. It further includes 11kV ring main ducting and cabling.
The estimated date of publication of the contract notice is currently 16.10.2019. Any changes to this date will not exceed 12 months from the date of this PIN. The division of contract into lots is unlikely but this is subject to final decision at a meeting of the Authority’s board prior to procurement commencement.

The authority is holding a market information event on 9.10.2019 for companies who may be interested in providing some or all of the works set out in this PIN. The purpose of the market information event is to engage following the authority’s previous event in June, launch the revised procurement strategy and explain in greater detail the opportunities associated with the works. The event will be an opportunity for contractors and suppliers to gain more information about:
— the authority’s vision for a successful project,
— the changes made following feedback,
— the works package value, programme and contract details,
— the approach to procurement,
— early contractor involvement,
— balance of risk between client and contractors,
— working collaboratively to deliver outcomes, and
— social value objectives.

The venue for those attending in person and access details for those attending online will be communicated to contractors that express an interest to attend. A list of companies attending the market information event (including contact details) will be included within the tender documents (subject to appropriate consent being received from attendees). The market information event will not include information on the procurement of other works at EcoPark, including the energy recovery facility.
