II.4)Short description of nature and scope of works
This notice is not an invitation for formal expressions of interest. Scape are issuing this PIN for the purpose of pre-procurement market engagement, by engagement with the market through Market Awareness Events, before the start of a formal procurement process for a Framework for civil engineering and infrastructure works for which a separate Contract Notice will be issued.
At the Market Awareness Events Scape will inform the market about their upcoming procurement and provide an opportunity to consult with and receive feedback from potential suppliers. In the formal procurement process to follow, applications will be invited from experienced suppliers of civil engineering and infrastructure work who can provide high quality services using a customer focused approach particularly in the public sector. The works and services will comprise all types of civil and infrastructure and associated mechanical, electrical and services works and may include design and other services as required to design, develop and construct the works. The specific works and services that may be procured under the Framework cannot be clearly defined at this stage, however the nature and types of works that may be required may include those services identified by CPV code on or in connection with any land or property and related asset owned, rented, leased or developed by any of the public sector bodies eligible to use the Framework, or on property or related assets in which any of the public sector bodies may have an interest at the time or prospectively and may include projects in the following sectors amongst others:— education, housing, social care, leisure, libraries, blue light, health and social care, offices, transport, military, farms, recycling and waste centres, industrial and commercial buildings and other public sector operational buildings and establishments. The provider will be expected to work closely, and co-operate with clients, in-house and external design consultants, contractors and other partner providers. All contract performance will be monitored using a comprehensive set of performance indicators.
The works value range for individual call off arrangements will be confirmed at the next stage of the procurement process. The Contract Notice will include the estimated total aggregate value during the life of the Framework, however indicative values are given in this PIN Notice. A series of financial tests will be applied to each potential supplier in the formal procurement process which will include a turnover test based on the anticipated value of the Framework. The minimum turnover level for potential suppliers will be confirmed in the Contract Notice, although anticipated values are indicated in Annex B.

The Market Awareness events will take place in the following locations during December 2017: Monday 4 December at 14:00 (2:00 PM) in Edinburgh; Friday 8 December at 11:00 (11 AM) in London. In order to manage the events potential Suppliers are limited to a maximum of 3 attendees per organisation. Potential suppliers are invited to arrive half an hour before the start time for refreshment.

The event is limited based on the capacity of the venue and the number of registrations received. The event is intended for organisations who can meet the requirement to provide all the works and services described in II.4) and meet the anticipated turnover requirement (as noted in Annex B) and provide the specified geographic coverage. It is not intended for supply chain members, sub-contractors or suppliers who may supply works or services to the successful Framework provider when awarded. Scape is anticipating considerable interest in this framework and as such will not respond to queries prior to the events. This opportunity is divided into 2 lots, confirmation of which is contained in ‘Annex B’. Further information will be released at Contract Notice stage as to the lotting strategy.

There will be opportunity to ask questions at the event and to consult with Scape after the event and prior to the issue of the Contract Notice. Scape use the Delta eSourcing e-tendering web portal for their procurements and this system will be used for the procurement process once commenced. The Pre-Qualification Questionnaires, queries and the Invitation to Tender documentation will all be issued electronically through Delta and will Not be issued by any other medium (paper, CD, e-mail, etc.).
Potential suppliers will be required to register on Delta to download the documentation, when available, and will have to submit their expression of interest electronically through Delta. Potential suppliers should read this Notice carefully and in full. Please note that this Notice is not a contract notice, no pre-qualification questionnaire or invitation to tender documents are available and no expressions of interest are being accepted at this time. The e-mail address above must only be used to register for the market awareness event and for no other reasons related to this procurement.
A Single Supplier/Entity will be awarded to each of the relevant lots and will be required to provide all the required works and services at the conclusion of the procurement process themselves, through their supply chain for the appropriate lot.
