Management Contract for the refurbishment of Manchester Town Hall and Albert Square.
The Council is preparing its procurement of a Management Contractor (MC) for the refurbishment of Manchester Town Hall and Albert Square to provide modern office, civic, commercial, visitor and events accommodation, public realm and landscaping. The Town Hall is a Grade 1 Listed building, opened in 1877. The MC will award and manage all works in a series of Work Packages working alongside the Council and design team. The MC will act as principal contractor and have responsibility for planning and cost control; advising on the packaging of Works and managing programme delivery including procuring and entering into the Work Package contracts, supply chain management and delivery of all Works Packages; managing co-ordination of the design team and integration between the project team, the Council and Works Contractors.
It is anticipated that the MC procurement will commence early in 2018, with an appointment being made in autumn 2018. It is envisaged that the various downstream Work Packages (may be 80+ in number, ranging from 10 000 GBP — 40 000 000 GBP, but predominantly in the order of 100 000 GBP — 10 000 000 GBP) will be placed by the MC over a 4 year programme. The overall cost of the Works is estimated to be in the region of 150 000 000 — 190 000 000 GBP. It is anticipated that the form of contract will be the JCT Management Building Contract 2016 (as amended by the Council). The purpose of this notice is to raise awareness of this forthcoming opportunity.

We envisage holding a launch event for this procurement early in 2018 which organisations interested in the MC role as well as the wider supply chain who may be interested in the downstream Work Packages may attend. The launch event will provide information on Project scope, progress on the Project to date, an overview of the MC procurement including plans for awarding the downstream Works Packages.
