PROJ10078 Social Protection Technical Assistance Facility
The centrally managed gender-responsive social protection (GSP) and better assistance in crisis (BASIC) programmes aim to enhance outcomes for the most marginalised women and girls from social protection and support greater use of social protection approaches in crises respectively. Both programmes aim to provide technical assistance to HMG staff, partner governments and partner organisations to deliver their programme objectives.
This procurement is for the requirement of a supplier(s) to provide a technical assistance facility (TAF) to support the delivery of the technical assistance components of both of these programmes. The TAF aims to improve the effectiveness of FCDO, governments and partner investments in gender-responsive social protection and social protection approaches in crises through the delivery of technical assistance and related core services.
We are seeking through competitive tender, a supplier to deliver the requirement as detailed in the terms of reference for a supplier(s) to deliver the services for a technical assistance facility (TAF). Procurement will take place through the EU OJEU open procedure. FCDO has undergone design market engagement and encourages interest and participation from suppliers with the appropriate capacity and capability as outlined in the tender documents. FCDO seeks a supplier(s) with proven experience in managing complex responsive programmes with multiple partners and stakeholders, providing technical assistance to support donor, government and non government organisations, supporting these institutions to analyse, plan, implement and monitor social protection, gender equality and/or humanitarian programmes, delivery capacity building programmes and delivering knowledge management and learning programmes.
This contract will be awarded for an initial period of approx 38 months with a maximum budget of GBP 9 000 000. There is an extension option to extend for a further GBP 4 000 000 and/or 24 months. These options are subject to FCDO approvals and sole discretion.

Mandatory and discretionary exclusions, economic and financial standing, technical and professional ability, Modern Slavery Act 2015 requirements, minimum insurance requirements, duty of care, international aid transparency initiative, acceptance of DFID terms and conditions and FCDO supply of conduct, policy requirements, safeguarding measures and branding as outlined in the tender documents.
Performance will be measured as specified in the draft contract and finalised with the successful bidder during implementation of the programme
