Provision of Software and Hardware Managed Services
The Police ICT Company wish to establish a single provider framework agreement for the provisions of software and hardware managed services. This will be for a period of 4 years (with an initial term of 3 years and the option for the Police ICT Company, acting in its sole discretion, to extend for a further 1 year), aiming to commence on 1 April 2021.
The Police ICT Company is conducting this procurement as a restricted two stage process. At stage 1 (SQ), the Police ICT Company intends to shortlist a minimum of five (5) highest scoring bidders to proceed to the next stage of the procurement (Stage 2 ITT). The Police ICT Company will take no more than five bidders to proceed to the next stage of the procurement.
Full details of the specification and requirements are included in the ITT.
Documents will be available to download from Thursday 24 September 2020.
The Company requires a provider for the provision of a managed IT service to support its operations and that of the agencies that the Company also supports. The existing contract for the service expires on 1 April 2021. There will be a transition period where the newly appointment provider will be required to work with the incumbent provider, to ensure a smooth transition, so minimising the disruption to the users and the Company.
The framework is open to a wide range of policing bodies, law enforcement agencies and other Bluelight Services. A full list is set out within the ITT documentation.
Apartado IV: Procedimiento
Apartado VI: Información complementaria
The Company is procuring a framework agreement which is open for itself and all policing bodies and law enforcement agencies to use. The Company intends to award its own call-off contract immediately upon completion of the framework agreement, with service delivery commencing for the Company from 1 April 2021 (with any transition and implementation effort being completed before that date). Additional call-off contracts may be awarded at any time during the remainder of the term of the framework agreement, subject to the provisions regarding the term of call-off contracts as set out in the framework agreement and template call-off contract (including, without limitation, that any other customer’s call-off contract must be co-terminous with that of the Company).
The Company will operate as agent for other customers in managing their call-off contracts, to ensure streamlined service delivery. Further details are included in the framework agreement and template call-off contract.
The estimated value of the framework described in this OJEU notice is GBP 6 million. This is on the assumption that a number of call-off contracts, in addition to the Company’s own contract, are awarded. The Company estimates the value of its own contract (assuming that all 5 years of the call-off contract term are utilised) to be GBP 2-GBP 3 million. For the avoidance of doubt, the Company gives no warranty or representation as to the value of any call-off contract, or the number of call-off contracts, if any, which may be awarded
