Description of these options: The contract will be awarded for an initial period of 21 months due to budget programmes. A full review will be undertaken after this time, to consider the outcomes achieved and services provided to date. After this initial period, the Environment Agency reserves the option to award up to 2 additional 12 month extension periods subject to suitable supplier performance and an ongoing business requirement for the service(s) being provided. This contract may extend to 31/3/19 pending satisfactory performance. Suppliers must evidence their ability to provide a sustainable, robust and flexible service for the duration of the contract. The Environment Agency does not guarantee the volume or value, or indeed that any services will be procured through this contract. Spend figures are estimated based on historic data and may fluctuate on the basis of operational need, government funding regimes or take up by other government clients.

Information about lots

Lot No: 1 Lot title: Increase Participation and better engagement with Anglers
1)Short description
Delivery of a coaching programme and develop/ implement plans to boost involvement in angling. Provide anglers with skills and knowledge to fish with increasing confidence. Ensure the work is designed to be all inclusive. In particular there should be an emphasis on finding innovative and appropriate ways to encourage more junior anglers and in so doing address the recent decline in junior sales and participation. Create strong links with local clubs and fisheries and ensure anglers possess all the necessary information for them to continue fishing. Provide a successful angling communication network. Establish an effective structure for local consultation to enable effective engagement between anglers, Environment Agency staff and other interested parties. It is expected that new and innovate other ways of engaging with anglers will be identified and used, including alignment with existing social media routes. Provide a go to service for fisheries predation concerns such as otters and seals. Also using opportunities to raise awareness of invasive species risks and environmental stewardship, such as reducing the impact of angler litter on other wildlife and habitats.

Lot No: 2 Lot title: Develop a fisheries enforcement support service
1)Short description
Development of a volunteer bailiff scheme building on the success of a recent pilot, (details of which will be supplied within the tender document). Educating anglers on fisheries law and provide crime prevention advice to fisheries. Assisting with rod licence checking for compliance. Initiate and encourage partnership working between our organisation, the police and other organisations involved in rural crime and poaching. Work with angling clubs and fisheries to devise and implement a programme to facilitate integration of EU migrant anglers to allow safe and legal fishing in this country. Promote our rules and customs whilst liaising fisheries authorities in other EU countries Fisheries Authorities to better understand arrangements in migrant's home country. Incorporate migrant anglers messages in wider raising of fisheries enforcement awareness.

Lot No: 3 Lot title: Strategic Fisheries Improvement Programme
1)Short description
Operate an improvement fund to deliver a range of targets and deliverables that allows fisheries and clubs to bid and secure money for identified works. This will help to improve the status of fisheries and encourage clubs and owners to undertake cost effective improvements. Prioritised programme to include (but not restricted to) enhancements to river habitats, creation of community still-water fisheries facilities and works that result in increasing numbers of anglers with added social or economic benefits. Provide expert advice to clubs and fishery owners on how to identify and secure additional funding. Provide guidance on financial procedures to get more clubs on a sound footing to successfully obtain grants and support for facilities and environmental outcomes.

Description of particular conditions: Where appropriate all contractors will be required to evidence their current levels of compliance with statutory or industry standard qualifications and training to undertake the services for which they intend to supply. Where statutory certification, licences or permits are required to undertake services, tenderers must be able to evidence these prior to being awarded a contract. The award of the contract will not be delayed whilst these are obtained and tenderers must have the necessary requirements in place at the time of tendering. Contractors must continue to comply with these requirements, including any amendments, new legislation or additional industry standards that are introduced, and be able to evidence this compliance throughout the lifetime of the contract.

(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.
