With a view to improving the sustainable management of its forest resources, the Republic of Congo undertook in 2008 to negotiate a Voluntary Partnership Agreement (VPA) for Forest Law Enforcement, Governance and Trade (FLEGT) with the European Union. The Agreement formally entered into force on 1 March 2013.

The Legality Assurance System (LAS) of the Republic of Congo VPA consists of six elements, including an independent audit. Since 2015, an Independent System Auditor (AIS) has been present in the Republic of Congo to verify the performance and efficiency of the legality verification system being implemented. As the previous contract expired in 2019, the purpose of this contract is to mobilise a new independent auditor.
