De huidige raamovereenkomsten voor de levering van Hardware lopen af. Omdat ook de komende jaren behoefte aan hardware zal blijven bestaan is het nodig om opnieuw raamovereenkomsten te sluiten. Met het opnemen van een perceel voor AV middelen wordt de scope van de aanbesteding uitgebreid ten opzichte van voorgaande jaren. De reden hiertoe is dat op hoofdlijnen dezelfde randvoorwaarden gelden voor de levering van hardware en AV middelen. Daarom is het efficiënt om beide raamovereenkomsten te sluiten door middel van één aanbesteding.
