The aim of this procurement is to trigger new solutions to be developed and tested to address the following challenge faced by the beneficiary administration:
Development of an innovative home care management system for terminally ill patients, specifically targeted at the needs expressed in the area where it is necessary to intervene to provide more and more efficient and avant-garde services in patient care and in support of specialized staff and concerned families.
The new system features will have to meet:
— reduced cost of purchase;
— reduced operating cost;
— simplicity of use (also for caregivers);
— high reliability and durability;
— modularity;
— expandability to employment in public and private regional structures
— development of innovative devices;
— use of normal communication and data transmission systems;
— possibility of Interfacing with other existing systems and devices;
— easy installation;
— ease of use;
— using automatic functions to perform simpler and more routine controls;
— using automatic functions for remote health monitoring;
— reporting of critical events;
— training and training functions also at a distance of the operators;
— the emergence of new organizational models affecting the creation of integrated assistance networks;
— structure of an ‘intelligent’ service platform;
— realization of therapeutic-relief continuity
The results of R&D are not reserved for the exclusive use of the Contracting Authority (Ministry of Education,University and Research and the above listed administrations); the rights on R&D results will be the subject of prior negotiation between the contracting authority, the beneficiary administrations, the suppliers and other public authorities.
According to Article 158, paragraph 2, of the Code of Public Contracts (Legislative Decree n. 50 of 18.4.2016),pre-commercial tenders are excluded from the scope of application of the Code, with the exception of the general principles included therein.
The procurement will take the form of a pre-commercial procurement (PCP) under which R&D service contracts will be awarded to a number of R&D providers in parallel in a phased approach. This will make it possible to compare competing alternative solutions.
Each selected operator will be awarded a framework agreement that covers three R&D phases.
After each phase, intermediate evaluations will be carried out to progressively select the best of the competing solutions. The contractors with the best-value-for-money solutions will be offered a specific contract for the next phase.
The pre-commercial procurement procedure is typically divided into the following three phases:
Phase 1, ‘Solution design’;
Phase 2, ‘Prototyping’;
Phase 3, ‘Original development and validation and testing of a limited set of first products or services’.
The R&D activity is conducted up to the production of a limited quantity of products / services, with the exclusion of large-scale production.
The last phase is awarded to at least two suppliers. The phases will be ruled by a Framework Agreement between the contracting authority and each of the suppliers awarded in Phase 1; for each phase, the contractors may sign a specific contract, subordinated to the Framework Agreement.
The Framework Agreement could not be compliant with the definition of Framework Agreement given in Legislative Decree n. 50 of April 18, 2016.Testing of a limited set of products/services is expected to take place in the province of Vibo Valentia, which includes 50 municipalities.
The procurement will last approx. 24 months.

In preparation for this PCP, all interested operators are invited to take part in an open market consultation (regardless of their geographic location, the size or governance structure of their organization). The open market consultation will be organized in the form of meetings (e.g. live streaming public events), online meetings and Q&A forum.
The open market consultation will provide you with an overview on the procurement objectives, the PCP process and the main clauses of the contract.
