The objective of the contract is to help Europe's regions and countries in designing better and more evidence-based cluster policies and initiatives to accelerate industrial modernisation, boost entrepreneurship in emerging industries with growth potential, and facilitate SMEs' access to clusters and internationalisation activities and more strategic inter-regional collaboration and investments in the implementation of smart specialisation strategies. This general objective is translated into the specific objective of promoting the development of more world-class clusters and business networks in the EU, with a view to accelerate industrial modernisation and the creation of jobs and growth.

The specific tasks are divided into 5 work packages.

The services to be provided are further detailed in the tender specifications (Section 1.4).

The objective of the contract is to help Europe's regions and countries in designing better and more evidence-based cluster policies and initiatives to accelerate industrial modernisation, boost entrepreneurship in emerging industries with growth potential, and facilitate SMEs' access to clusters and internationalisation activities and more strategic inter-regional collaboration and investments in the implementation of smart specialisation strategies. The duration of the tasks shall not exceed 24 months. The contract may be renewed only once, for 24 additional months, depending on the future needs and on the budget availability. The renewal concerns all tasks except tasks 1.2, 4.2, 4.4, 4.5, 4.6, 5.3 and 5.5 (as described under Section 1.6 of the tender specifications).
