2021/ 1 Innovation Partnership Autoskår, STO. Qualification
St. Olavs Hospital Trust has been awarded funding from Innovasjon Norge [Innovation Norway] to enter into an innovation partnership.
The contracting authority wants tenders for a system(s) that covers the need for automatic,
continuous and contactless monitoring of patients’ vital parameters.
Autoskår aims to develop, test, and use new technological solutions that collect
vital measurements contactless, automatically and continuously for more efficient
patient monitoring. The A&E Departments wants to improve patient safety by
(1) being able to more quickly monitor the patient's health on arrival and thereby being able to more quickly detect large
deviations that affect the prioritisation of patients, and (2) to be able to detect worsening of patient
health regardless of available health personnel, as well a the location of the patient within a
St. Olavs hospital has up to NOK 7.2 million excluding VAT to develop and test a new technological system for
contactless, continuous and automatic monitoring of vital parameters.
The system will be developed in collaboration with Malvik Municipality and the University Hospital of North Norway (UNN).
The collaboration partner and associated entities will have an option to procure the developed system(s).

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Norwegian tenderers must present an updated Company registration certificate. Foreign tenderers must present proof that
the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.
Tenderers must have sufficient economic and financial capacity to fulfil the contractual obligations.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
The contracting authority will evaluate the tenderer's fulfilment of the qualification requirements in the following manner:
The company's last Annual Financial Statements including notes, the Board's Annual Report and Auditor's Report, as well as newer information of relevance for the company's fiscal figures.
In addition, the contracting authority will obtain a rating report from Bisnode.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documentation considered suitable by the contracting authority.
Tenderers must have sufficient ability and capacity to be able to fulfil the contract obligations.
The tenderer must have experience and competence from research (evidence based) and/or development, including the development and/or implementation of innovative systems, as well as professional health competence.
The contracting authority will consider tenderers' experience with deliveries of the service included in the contract, based on:
1. A brief and general description of the company and the company´s organisation and areas of operation.
2. An overview of the number of employees and managers, as well as turnover for the last three years.
3. A description of the tenderer's professional health competence and/or the professional health competence the tenderer plans to join with.
4. A description of the tenderer's competence that is relevant to develop a system for contactless monitoring of vital parameters.
5. A description of up to three of the primary and most relevant deliveries related to the contracting authority's need (see Annex 1a). It is the tenderer's responsibility to document relevance through the description. Documentation must:
o Describe what was developed
o Describe the development process scope and complexity
o Describe the assignment value, dates and recipient (name of recipient/client, contact person, telephone and email)
o Describe which documentable results the development has brought about or is expected to bring about.
o Describe what in the assignment is considered relevant in relation to the procurement
o Describe how the system is implemented (piloted, marketed, sold and taken into use)
o Describe organisation of the delivery, including the tenderer and key person(s) role(s) and responsibility, as well as a description of stakeholders and how they are involved.
o Describe the degree to which the deliveries are carried out individually or in cooperation with one or more other actors
o Description of the tenderer's challenges and risks (economy and goal achievement) and risk-reducing measures
o Describe experiences with deliveries to public or complex organisations
6. A description of the proportion of the contract that the tenderer is considering setting aside for sub-contractors.
If the tenderer documents experience by referring to personnel that the tenderer has at his disposal, he must document in writing that he can use the relevant personnel, for example through an interaction contract or a commitment statement.
If tenderers rely on another business to meet requirements concerning technical and professional qualifications, the tenderer must document this by presenting a commitment statement, see Appendix 3 Commitment Statement Template. Documentation must also be delivered concerning whether this business is registered in a company register (cf. chapter 5.1), and a tax certificate (cf. chapter 2.8).
If sub-contractors are used, documentation must also be provided showing that the subcontractor is registered in a business register, professional register or a trade register in the state in which the tenderer is established (ref. Point 5.1).
Sub-contractors must also present tax certificates in line with the main supplier, and a completed and signed commitment statement from sub-contractors must be presented.
Documentation demonstrating that the tenderer fulfils requirements concerning technical and professional qualifications must be completed in the template in Appendix 2a Technical and Professional Qualification Response Form.
