Provision of Audio-visual and Maintenance Services to the Council of the European Union/European Council and Audio-visual Services to the EEAS
The purpose of this call for tenders is to establish a framework contract with one supplier for audio-visual services to cover the needs of the Council of the European Union/ European Council and of the EEAS.

The framework contract is renewed automatically 3 times for 12 months each, unless one of the parties receives formal notification to the contrary at least three months before the end of the unexpired period of the framework contract.

Section IV: Procedure
The longer duration of the contract (see point II.2.7)) contributes to the stability, continuity and high quality of services, as it allows the contractor to build crucial experience while reducing the comparative weight of the phasing in period. This is particularly important given the high variability and limited predictability of the services requested by our stakeholders.
The opening of tenders will take place on the premises of the Council of the European Union.
The opening of offers may have to be rescheduled at short notice in case of unforeseen events taking place in or around the General Secretariat's premises on the planned date for the opening of offers.
Section VI: Complementary information
In case of unavailability or disruptions in the functioning of the electronic means of communication provided in section I.3) in the last 5 calendar days before the time limit for receipt indicated in section IV.2.2), the contracting authority reserves the right to extend this time limit and publish the extension at the Internet address provided in section I.3), without a preceding publication of a corrigendum to this notice. Economic operators interested in this procurement are invited to subscribe to the call for tenders at the address in section I.3) in order to get notified when new information or documents are published.
Within 2 months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge of the plaintiff an appeal has to be lodged with the General Court. A complaint to the European Ombudsman does not have as an effect either to suspend this period or to open a new period for lodging appeals. Time limits are extended on account of distance by a fixed period of 10 days regardless of the place of establishment or habitual residence of the person concerned.
