West Yorkshire Combined Authority is the driving force behind local partners’ collective efforts to make West Yorkshire and Leeds City Region known globally as a place where everyone can combine economic success with an outstanding quality of life. The integrated corporate systems (ICS) is part of West Yorkshire Combined Authority’s Corporate Technology Strategy (CTS). This high-profile project will transform how the entire organisation works by bringing step change improvements to Finance, HR and Payroll activities and the implementation of high quality management information. Technology offers opportunities for greater efficiencies, better communications and improved productivity. The successful implementation within the CA is essential to change the organisation, culture and ways of working. The current finance, HR and payroll technology being used by the CA has been in place for many years. The CA’s activities have changed and are growing significantly. The CA needs to be able to offer significant value and support to its partners. The CA are looking for a modern, cloud-based future-proof ERP solution — a fully interoperable solution across the core functional areas with one or as few products as possible. It should drive operational efficiency in processes which have been reviewed as part of the planning for the ICS. The new ICS should be an enabler for support to customers and partners now and in the future. The three key elements of the project are HR, payroll and finance. There is a desire to have an all in one single solution, although the CA will consider separate modules which will be integrated or one solution which comes pre-integrated. This PIN notice and procurement activity is wholly focused on the selection of the ERP technology to be provided and not an implementation partner. Once the ERP technology is selected a further procurement activity will take place to select an implementation partner and support partner. We would like to invite interested technology providers to a supplier engagement session to provide greater insight into our requirements and aspirations for our new Integrated corporate systems and an opportunity for potential suppliers to ask questions.
