II.2.4)Description of the procurement:

The objective of the contract is mainly to improve the ICAO Annex 16 Volume II engine emissions sampling and measurement requirements for nvPM mass and number, and propose more robust practices. The work aims at:

1) Analysing the relative share of aircraft fitted with engines not regulated for nvPM in operations and emissions at individual European airports;

2) Proposing and testing new or novel sampling designs and techniques taking into account the state of the art;

3) Measuring gaseous emissions (e.g. NOx, HC, CO, CO2), smoke emissions, nvPM mass and number emissions, nvPM particle size for both regulated and non-regulated engines.

This contract aims at enhancing the European noise impact assessment capability in a dual perspective:

(i) strengthening the support to EU policymakers in the development and implementation of relevant EU policies — including e.g. the performance of comprehensive environmental impact assessments in the scope of EU's current and forthcoming environmental regulations;

(ii) heightening the European profile in the framework of international discussions, such as those held in ICAO's CAEP on the establishment of the future international aviation environmental standards, notably for rotorcraft noise.
