Deze overheidsopdracht wordt georganiseerd via een Procedure sui generis met voorafgaande bekendmaking op basis van art. 89, §1, 4° van de Wet inzake overheidsopdrachten, ter beschikking voor het plaatsen van sociale en andere specifieke diensten.

Zo gaat het om een eenstapsprocedure waarbij elke belangstellende onderneming een offerte mag indienen, en er kan onderhandeld worden over de voorwaarden van de opdracht met een of meer van hen.

Met eenzelfde aanbod kan men intekenen voor beide percelen die eenzelfde contentsegment betreffen.

Met een verschillend aanbod en een verschillend portaal dat toegang biedt tot het streamingplatform kan door één kandidaat in beginsel ook ingetekend worden op meerdere percelen die niet eenzelfde aanbodsegment betreffen.
