Council of the European Union envisages to establish a framework contract for:
— conception,
— development,
— implementation,
— maintenance,
— support,
— training and other related services in the field of Alfresco Digital Business Platform.
Council decision making activities and processes are currently supported in the GSC by a large set of applications that have been mostly developed in-house over time on top of existing systems. New functional needs have appeared recently related amongst others to collaboration or content management features in the scope-of, but not limited to, the IKM Vision 2020.
To efficiently cater for these needs, the current technical architecture has to be enriched to integrate additional components, the most important one being the Digital Business Platform (covering what used to be called ECM and BPM capabilities).
The new DBP platform will enable the set-up of a modular, extensible architecture able to integrate several components through open, standardised and interoperable interfaces.
The solution will rely as much as possible on readily available out-of-the-box features, complemented with specific developments when needed. It will provide the flexibility to integrate with legacy systems and allow for their gradual modernisation.
The concept of information and knowledge management is based on the fact that the organisation's content (including documents) should be treated as structured sets of information. This information will then become a corporate asset, shared amongst all stakeholders, kept in the right context and managed efficiently. As such, it creates knowledge to be delivered to the right people or systems, at the right time.
The services include mainly fixed price services, principally in Brussels and potentially sometimes in other countries of the European Union.
Estimated volume of this contract is around 12 000 men days of consultancy service, both fixed price and times and means, related to Alfresco business platform design, development and maintenance during a 4 year period.
