Justification:
The contracting authority has already entered into a framework agreement with two hotels that will provide this service. The contract is valid until 29.07.2021. It turns out that these hotels cannot fully cover the contracting authority's needs as they do not have enough capacity to accommodate all travellers who need to stay at quarantine hotels. In order to cover the contracting authority's needs fully until we have a new framework agreement in operation that will apply from 30.07.2021, the contracting authority deems it necessary to use an accelerated tender procedure for a parallel framework agreement.
