UCA 17/066 — Modernisation and maintenance of the fire detection system in the Justus Lipsius Building.
Works to modernise, and services to maintain, the fire detection system in the Justus Lipsius Building.
In this context, the contract involves:
— maintenance of the existing fire detection installation system until the modernisation works are completed,
— works to modernise the system and the maintenance thereof throughout the duration of said works,
— maintenance of the new system for 10 years from the date of provisional acceptance.
The main aim of this contract is to modernise the fire detection installation system in the Justus Lipsius (JL) Building, rue de la Loi 175, 1048 Brussels. The building's gross surface area is approximately 220 000 m2.
The services comprise:
— maintenance of the existing fire detection system until the modernisation works are completed,
— works to modernise the existing system and the maintenance thereof throughout the duration of said works,
— maintenance of the new system for 10 years from the date of provisional acceptance of the modernisation works.
The fire detection installation system comprises 3 networks of centres (control and signalling equipment) and a supervisory system.
The project is complex on account of only 1 company being awarded the contract for maintaining the existing installation, plus the works to replace/modernise it, as well as maintaining the new system.
Therefore, the successful tenderer will be responsible for handling the end of life of the existing installation, and setting up and maintaining the new one.
— up to 2,5 years for the modernisation works until provisional acceptance,
— 10 years for the maintenance from the date of provisional acceptance.
The General Secretariat of the Council shall not publish the estimated value of the contracts. The estimated volume of the contract is indicated in the specifications.

During the 3 years following conclusion of the initial contract, the Secretariat may use a negotiated procedure with the party awarded this contract, without prior publication of a contract notice for new services consisting in the repetition of similar services which comply with the basic project referred to in this contract as described in point II.1.4.
