This call for tenders is inter-institutional. In addition to the European Commission itself, the resulting contracts will apply to the awarding authorities listed in Annex A of the original contract notice at https://ted.europa.eu/udl?uri=TED:NOTICE:446259-2015:TEXT:EN:HTML, all of which are EU institutions, agencies and bodies. Five framework contracts were originally awarded, one was subsequently terminated. The four remaining framework contracts (DI-07422-00, DI-07423-00, DI-07424-00; DI-07425-00) are with the contractors listed in section V. For the execution of the framework contracts in lot 2, a reopening of competition mechanism applies.

Increase of the maximum volume ceiling of the framework contract.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The initial volume estimations were not able to anticipate the growth of consumption which took place both in the market and within the Institutions. In addition, newly founded European bodies joined the framework contract. The ceiling included a reserve, but it turned out to be insufficient to cover all needs.
