This PIN is for market pre-engagement only and is not a call for competition. It may however be used to reduce time limits for responses for any future tender associated with this PIN. No procurement documents are therefore available until formal call for competition. The tender is expected to include Services, Supplies and Works, but services are expected to form the majority due to the nature of the requirement stated below which includes supplier management of the required aspects described below.
Bristol City Council intends to run a tender to obtain a new contract for the provision, installation, restoration, design and maintenance of fibre and CCTV infrastructure including public surveillance and ANPR enforcement cameras (including use for Clean Air Zones) and associated equipment and configuration. Bristol City Council has a requirement to ensure the effective maintenance of the analogue infrastructure whilst migrating to an IP system. We expect services to be the majority of the requirement with significant procurement of goods and some works will be required in extending and maintaining the Bristol City Council owned ducting and fibre network (BNET) and associated assets including the Authority owned research and development (R&D) networks. The exact quantities and scope will be issued in the tender, including any optional elements. Indicative camera quantities would be 800 to 1 500 in order to give you an rough order of magnitude of scale of this tender. Whilst the information available to the Contracting Authority at the time of issue in the PIN in terms of the scope is correct and the procurement is not divided into lots currently in this PIN, the Contracting Authority may change the makeup of the procurement to include division into lots, pending further analysis and market engagement. The format of any lot structure if applied is uncertain at this time. However, the lot structure may provision for separate CCTV, Fibre and ANPR related lots. Fibre and ANPR may be an optional requirement in the tender or may be tendered separately either by OJEU process or relevant frameworks.
We expect to run a competition for a contract of up to 7 years maximum, with optional extension periods within the 7 years, details to be refined in subsequent Invitation to Tender. Division into lots may be applied to the Invitation to Tender, see information provided below.
