Domestic Violence Support Services.
The aim of the service is to deliver support for people affected by domestic violence. The service will be comprehensive, evidence based, accessible, respect client confidentiality, high quality, responsive to client needs and cost-effective. Service delivered will support those affected by domestic violence by offering accommodation services as well as a floating support service. There are 2 women’s refuges in Havering and it is proposed to offer this accommodation to incoming providers. Draft leases for the premises will be able to be viewed together with the floor plans as part of the tender pack by mid-2018. Addresses for the women’s refuges will remain confidential.

The local authority wishes to introduce a single contract that will encourage bidders to secure efficiencies when developing an innovative service that delivers care and support to people affected by domestic violence. There is an interim contract in place until the 31.8.2018 and it is anticipated that a new service will start on the 1.9. 2018. London Borough of Havering is committed to providing high quality services for its clients and the provision of 2 accommodation based refuges and a floating support service is highly valued by the local community.
— Domestic Abuse & Sexual Offences in London: There were a total of 74 692 flagged domestic abuse offences in 2016/17 and 23 606 domestic abuse violence with Injury offences. This accounts for approximately a third of all domestic abuse offences. Domestic Abuse represents one in every ten recorded crimes in London.
— Havering: Current data from Havering suggests that there has been an increase across areas of domestic violence. In 2016/17 there were 2 288 recorded episodes of domestic offences. In 2015/2016 the number was 2 090. This indicates an increase of 202 occurrences. Incidents of domestic abuse increased from 4 555 in 2015/2016 to 4 666 in 2016/2017 an increase of 111 cases. LBH is issuing this notice for the purpose of pre-procurement market engagement under Regulation 40 of the Public Contracts Regulations 2015. The notice is for information only and is not a call for competition under Regulations 26 (9) and 48 (5)-(7) of the Public Contracts Regulations 2015. Should the Council decide to undertake any formal procurement process for the service; a separate Contract Notice will be issued during 2018. Providers that would like register their initial interest should do so no later than 3.1.2018 (17:00).
