This notice announces an open market consultation and provides information in an early stage about the expected starting date and purchase amount of the public procurement procedure of RITMOCORE.

The members of RITMOCORE’s buyer's group agree to jointly launch a call for tender to acquire an innovative service for a comprehensive and integrated care management of patients using or/and in need of a pacemaker. RITMOCORE aims to shift from a device-provision model to an innovative services provision including:

— Implantation of multi-brand pacemaker use and availability of broad product portfolio;

— Integration of implanted devices’ monitoring with patient’s vital signs;

— Design and implantation of a patients’ empowerment programme;

— Design and implantation of an application allowing the real-time communication.

The model will be based on a risk-sharing approach, which will establish a new cooperation scheme between health institutions and service providers to maximise the value for the patient.

RITMOCORE aims to shift from a device-provision model to an innovative services provision, which shall include the following main items addressing institutions and patients to the purposes below:

1. Implantation of multi-brand pacemaker use and availability of broad product portfolio, in order to provide institutions with:

a. Multi-brand institutions;

b. Wide range of devices;

c. Its technical assistance;

d. Its remote control through a remote support centre.

2. Integration of implanted devices’ monitoring with patient’s vital signs in order to promote patient’s activation to prevent complications and improve lifestyle through an ICT platform.

3. Design and implantation of a patients’ empowerment programme, aiming at developing applications and contents, which will allow patients to self-monitoring and self-controlling their implant.

4. Design and implantation of an application allowing the real-time communication, whose purpose is to guarantee the transmission of patient’s relevant information to all involved professionals in the process of care.

The service provision model will be based on a risk-sharing approach, which will establish a new cooperation scheme between health institutions and the service provider to maximise the value for the patient and, by extension, for the healthcare system. The model will also include an outcome-based payment system.

In order to guarantee an efficient execution of the contract’s object, and considering its main features including the risk sharing and the payment for outcomes, the object of the call for tender will be a comprehensive service. This service will be delivered individually to each buyer group member, who will have a lot allocated.

This joint procurement is launched by the buyer's group composed by procurers from different countries involved in the H2020 EU project “RITMOCORE - Arrhythmias monitoring and comprehensive care”. As of the date of the publication of this PIN, the members of RITMOCORE buyers’ group are:

In preparation for this PPI, all interested operators are invited to take part in an Open Market Consultation (OMC), regardless of their geographic location, and the size or governance structure of their organisation.

The purposes of the OMC are:

- to inform about the tender process, in order to achieve the widest participation of interested parties;

- to provide an overview, on the procurement objectives;

- to learn about quality and technical characteristics of the proposed solutions on the market;

- to allow interested parties to provide comments and suggestions considered useful for the contracting authority in preparation of the tender.

This OMC will be held at least in English. Information about all the activities, instruments, dates and locations will be available at the web address: www.ritmocore-ppi.euand at buyer profile’s page within 60 days from the date of this PIN publication. The deadline for potential bidders to provide input will be announced at the same sites.
