The call is aimed at developing an effective approach to capacity building of consumer organisations and providing trainings/seminars to participating countries' consumer organisations' representatives including other actors and stakeholders in consumer policy. The Contractor shall develop an effective approach to capacity building, including, a solid needs analysis useful both as evidence for the commission policy-making and as advice to consumer associations how to best develop their internal training and capacity building approach, including monitoring indicators focused on outcomes and impacts.

The contract will be of 2-year duration with the possibility of renewing it once for 2 years. The contract renewal will be subject to the budget availability.
