II.2.4)Description of the procurement:

The scope of works embraces the provision of multi-disciplinary services associated with projects being carried out by Midlothian Council.

The following scope of services is merged across 2 categories:

— development and commercial management,

— development covers all asset management strategy and development of project solutions.

Commercial is expected to cover the seamless transition of these projects through development and feasibility into design, procurement in the market place and onto final delivery, retaining project knowledge and experience through from inception to completion.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

4C.1 — Bidders will be required to provide three examples of works carried out in the past 5 years that demonstrate that they have the relevant experience to deliver the work as described in the Contract Notice or the relevant section of the site notice. Please provide narrative on your Companies key experience on the following areas:

— delivering projects with works value in excess of 5 000 000 GBP including development advice, appraisals and asset rationalisation including all associated commercial cost planning techniques.

4C.2.1 — Bidders will be required to confirm details of the technicians or technical bodies who they can call upon, especially those responsible for service delivery and quality control proposed team:

— outline the team you propose to deliver the project, from appointment to completion. Details of CV’s for those that have been proposed for the office based resource,

— detail why you consider them most suitable giving examples of experience and capability.

4C.6 — Bidders will be required to confirm that they and/or the service provider have the following relevant educational and professional qualifications: All professional services must be delivered by an organisation or resource that is a member of the relevant professional body.

Minimum level(s) of standards possibly required:

The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent).

Or the bidder must have the following:

A documented policy regarding quality management. The policy must set out responsibilities for quality management demonstrating that the bidder has, and continues to implement, a quality management policy that is authorised by their Chief Executive, or equivalent, which is periodically reviewed at a senior management level. The policy must be relevant to the nature and scale of the work to be undertaken and set out responsibilities for quality management throughout the organisation.
