The Danish Court Administration (“Domstolsstyrelsen”) is contemplating a procurement regarding a new video conference solution (“Project Video 4”) for the Courts of Denmark. The new solution is expected to update or substitute the present solution (“Video 3”).

Video 4 will (like Video 3) be the Danish national video conference solution across the justice system, including the police and prosecution service, courts and prisons (“Danmarks Domstole”, “Anklagemyndigheden”, “Rigspolitiet” og “Kriminalforsorgen”). It is expected that Video 4 (like the present solution) shall consist of approximately 240 venues/video installations, including courtrooms and smaller video conference rooms, geographically located throughout Denmark, including Faroe Islands, but primarily at the above-mentioned authorities.

II.2.4)Description of the procurement:

The Danish Court Administration (“Domstolsstyrelsen”) is contemplating a procurement regarding a new video conference solution (“Project Video 4”) for the Courts of Denmark. The new solution is expected to update or substitute the present solution (“Video 3”).

Video 4 will (like Video 3) be the Danish national video conference solution across the justice system, including the police and prosecution service, courts and prisons (“Danmarks Domstole”, “Anklagemyndigheden”, “Rigspolitiet” og “Kriminalforsorgen”). It is expected that Video 4 (like the present solution) shall consist of approximately 240 venues/video installations, including courtrooms and smaller video conference rooms, geographically located throughout Denmark, including Faroe Islands, but primarily at the above mentioned authorities.

The Video 4 solution shall in general support that one can participate in a court meeting by video instead of being physically in the court room and support that persons can participate in a court meting from multiple locations. The purpose of the market dialogue is to support Domstolsstyrelsen in the preparation of an overall tender strategy for the acquisition needs of Video 4. The objectives of the market dialogue are the following:

— to inform the market about Domstolsstyrelsen’s plans to procure an updated or new video solution for the Danish courts,

— to explore how standard systems/solutions that are available on the market can fulfill Domstolsstyrelsens acquisition needs and how the systems/solutions if needed can be customized to fulfill the needs,

— to understand which vendors/consortiums are on the market and understand in what combinations solutions and related implementation services, e.g. installation, cabling, etc., are available and on that basis collect input on what is the best tender strategy for procuring the necessary video solution and related implementation services.

The standard systems can be either software or hardware solutions as long as the system supports the security needs for confidentiality of information, including encryption of information.

The objectives and acquisition needs are detailed further in the material made available on the above mentioned link under 1.3) Communication.

The market dialogue will – beside the discussion on the above-mentioned objectives and described needs – consist of a demonstration of available standard video systems/solutions. The demonstration will cover the vendors standard video solution.

The demonstration will take place at the vendors location or at a location that Domstolsstyrelsen provides for the demonstration. Further details regarding the demonstration and the setup will be provided to the participants in the market dialogue.

With this prior information notice, potential vendors are encouraged to request participation in the market dialogue for the described solution.

The dialogue meetings are scheduled in the period of the 3.1.2019 to the 11.1.2019, except the 4th, 7th and 10th of January. The vendor is required to sign a non-disclosure agreement before the meeting.

Vendors are requested to register their interest by sending an email to jas@domstolsstyrelsen.dk no later than 23.11.2018 with the following information:

— company name and address,

— contact person name, email and phone,

— the standard system(s)/solution that the vendor proposes,

— preferences regarding the time (in the relevant period) and the location of the demonstration.

If a large number of participation requests is received, reservations are made to reduce the number of vendors in the market dialogue. The selection of vendors will seek to identify a representative sample of the available solutions in the relevant market. In that regard Domstolsstyrelsen only wishes to see a demonstration of the same system/solution by up to maximum 3 different vendors, and Domstolsstyrelsen will therefore – if relevant – reduce the number of participants accordingly. Furthermore, if vendors are proposing the same demonstration of a system Domstolsstyrelsen will likewise reduce the number of demonstrations accordingly.

The dialogue will be held in Danish.

The vendors selected for participation in the dialogue meetings will receive an invitation. The invitation will inform the vendor about the specific date of their dialogue meeting and provide further information on the video demonstration.
