CS5678B Youth Services Centre Based
The youth service aims to provide a wide range of high-quality engaging opportunities and activities for young people aged 11-19 (up to age 25 if they have additional needs) to enable them to build their social and emotional skills, develop their own projects and enjoy safe spaces.
This opportunity is for the Centres Based Activities that will cover the four quadrants in the borough (the north west, south west, north east and south east); each quadrant is a separate sub-lot.
Lot 1a North East Quadrant
For the North East Quadrant
Bowe East, Bowe West, Bromley North, Bromley South, Mile End.
Initial contract period of 36 months with an option to extend for +12 months + 12 months.
For the North West Quadrant
Bethnal Green, Spitafields and Banglatown, St Peter’s Weavers.
1c South East Quadrant
For the South East Quadrant
Blackwall and Cubit Town, Canary Wharf, Island Gardens, Lansbury, Limehouse, Poplar.
1d South West Quadrant
For the South West Quadrant.
Shadwell, St Dunstan’s, St Katherine’s and Wapping, Stepney Green, Whitechapel.

The suppliers are able to submit a bid for one, several or all lots, however, bidders will be awarded only a maximum of 2 lots.
The limitation of lots that can be awarded are intended to preserve competition and/or to ensure supply reliability.
Suppliers that are submitting a tender for more than 2 lots will be requested to indicate which lot they prefer to be awarded in case they are successful in more than 2 lots.
Additionally, the Council reserves the right to award more than 2 lots to a bidder if they have submitted a bid for other lots and no other tenders or suitable tenders have been submitted for that lot or lots.
Bidders should note that the contract relates to services that fall under the ‘Light Touch Regime’ of Regulations 74 to 77 of the Public Contracts Regulations 2015. This Procurement Exercise will therefore be run in accordance with the Public Contracts Regulations 2015 as they apply to ‘Light Touch’ services. While the authority is following a process similar to an open procedure to set up a framework agreement under the Public Contracts Regulations 2015 neither that fact nor any other statements, acts or omissions of the authority in connection with this Procurement Exercise should be taken as indicating that the authority intends to be bound by the provisions of the Public Contracts Regulations 2015 or the general principles of the Treaty on the Functioning of the European Union to any greater extent than applies by law.
