CP6 IP Southern Multi-Discipline (SMD) Framework
Network Rail intends to carry out a procurement exercise to establish three framework agreements for the management and delivery of multi-discipline works across Anglia, Southeast and Wessex routes. These frameworks are intended to cover works to all categories of railway assets; including both enhancements and renewals and; building & civils, electrification, power, signaling, telecommunications and track works.
These works will be undertaken primarily on Anglia, Southeast and Wessex routes, however, the framework may also be extended to other parts of the UK Rail Network.
The scope of the frameworks will include design works.
The procurement will be divided into 3 lots, one for each of Anglia, Southeast and Wessex routes. Network Rail intends to appoint a single framework provider for each lot.
This notice is not a call for competition but instead is to alert potential bidders of a market briefing event to be staged in advance of Network Rail commencing its procurement exercise.
Anglia Route - Multi-Discipline Framework
Management and Delivery of multidiscipline works through a framework agreement covering all categories of railway assets including both enhancements and renewals and include building & civils, electrification, power, signaling, telecommunications and track works.
These works will be undertaken primarily on Anglia Route but may be extended to other parts of the UK Rail Network.
Network Rail envisaged that the initial duration of the framework will be 5 years with an option to extend by a further period of up to 3 years (12+12+12 months).
Southeast Route - Multi-Discipline Framework
Southeast (Sussex & Kent).
These works will be undertaken primarily on Southeast Route but may be extended to other parts of the UK Rail Network.
Wessex Route - Multi-Discipline Framework
These works will be undertaken primarily on Wessex Route but may be extended to other parts of the UK Rail Network.

It is envisaged that each SMD Framework will have an initial duration of 5 years with a right for Network Rail to extend for up to 3 years (3 x 1-year options to extend). The initial period will cover works envisaged to take place from Year 1 onwards of Control Period 6 (CP6) and therefore from April 2019 - 2024. The options to extend for Years 1, 2 and 3 of Control Period 7 (CP7) will be subject to funding approval at the time.
The value stated in Section II.1.5 is an estimated overall value of the three SMD frameworks across the initial period and assuming the options to extend are exercised. Whilst Network Rail retains some understanding of the value of the Renewals portfolio, due to the way Enhancement schemes are funded, the value of Enhancements is purely indicative and subject to change. For the purposes of valuing this forthcoming opportunity, Network Rail has assumed that 100 % of the Enhancement schemes for CP6, known at the time of publication of this notice, will be progressed.
In addition, the volume of work within CP7 is unknown and therefore Network Rail has based the value of the three one year extensions upon CP6 current estimates. Recognising these constraints, it is estimated that the total value of the SMD Frameworks may be in the region of £2billion - £7billion. However, given the uncertainty over volumes and funding commitments, the overall value of these frameworks may vary and therefore may be higher or lower than this range.
To allow potential suppliers to understand the scope and requirements of these frameworks, Network Rail intends to host a market briefing event in which interested parties will be provided an overview of the frameworks and on the forthcoming procurement process.
The event will take place on Monday, 29th January 2018, from 13.00 to 15:00 (GMT) at the Oval Cricket Ground, Kennington, London SE11 5SS. For those unable to attend the market briefing, a webex presentation will be staged the following day.
