OPEN MARKET CONSULTATION: Pre-Commercial Procurement of R&D services to develop an AI Tool for Near Zero Energy Industrialized Social Housing Building nZEISHB
The report of a first Preliminar Market Consultation has been published by AVRA: https://www.juntadeandalucia.es/avra/opencms/nzeishb-es/contenidos/Docu-imagen-Consultas/Informe_final_CPM_nZEISHB.pdf See also: https://eafip.eu/assistance/procurers-receiving-assistance/junta-de-andalucia-agencia-de-vivienda-y-rehabilitacio-de-andalucia-avran/
The purpose of this PIN is to inform the market of the preliminary results and obtain additional comments and remarks to this email: email@example.com
The deadline to obtain feedback is 30 October 2021 at 17:00.
AVRA aims to obtain feedback from the market on the upcoming Pre-Commercial Procurement of an Artificial Intelligent tool for Near Zero Energy Industrialized Social Housing Building.
AVRA needs a new advanced software tool, based on Artificial Intelligence (AI), to support the design, implementation and maintenance of modular buildings, and the industrialized construction of social housing with almost zero energy consumption. The innovation procurement project of AVRA will cover the proof of concept and evaluation of the technical feasibility and commercial potential of a modular and flexible system. The results of the project should include:
- A new catalogue of industrialized construction elements and a system to manage and update it.
- An expert system, based on Artificial Intelligence (AI), for industrialized modular construction design, using a knowledge base and an inference engine with machine learning functionalities. This system will allow to model buildings in BIM format and carry out simulations of advanced energy and economic systems, including the calculation of the carbon footprint throughout the entire life cycle of the building, standard compliance, return of investment and maintenance costs. This to ensure the best environmental and economic results for the promotion and construction of social housing.
- A prototype and virtual pilot at the laboratory level in BIM of a nZEISHB building, to be built on a plot of land of AVRA. This prototype is unprecedented and represents a relevant advance for practice and evidence of the requirement that all new buildings have almost zero energy consumption.
The tool should provide the designer, planner and those responsible for the construction with advanced simulation and optimization functionalities (rapid prototyping) that would allow early detection and correction of problems and conceptual, constructive or exploitation incidents, as well as the integration in the design stage and project schemes, patterns and modular industrialized building models for almost zero energy consumption.
The results would allow AVRA to face more complex and advanced designs, in line with the new guidelines of economic, social and environmental sustainability. AVRA would thus count on the advanced technological resources necessary to confidently address the important challenge of promoting public housing in the coming years.
Based on these needs, AVRA has carried out a first “Preliminary Market Consultation” with closure on 16 March 2021. The Final report of the Preliminary Market Consultation was completed in May 2021. The report is available in Spanish language. According to the report, it is possible to anticipate the technical and economic viability of the project and to establish a margin of confidence and security in terms of scope, deadlines and budget when preparing future specifications and the tender conditions for a future award procedure. The report concludes that: "After the quantitative and qualitative analysis of the proposals received, the Advisory Committee confirms the objective technological novelty of the developments necessary to cover the functional needs identified by AVRA, as well as the technical solvency of the market to respond to them and the existence of technically and economically viable solutions, both global and partial -within the risks inherent to early stages of product development-, the latter being susceptible to be included modularly in larger proposals or to opt for specific lots if necessary".
Considering the above, this PIN aims to obtain feedback from the market on this conclusion and any relevant comments thereof, by sending an email to: firstname.lastname@example.org The deadline to receive feedback is 30th October 2021.
Based on the “Preliminary Market Consultation” of AVRA, AI based expert systems would not reach TRL 5, justifying the use of the Pre-Commercial Procurement instrument. Market parties are welcome to provide feedback on these findings.
