Meridian Water Strategic Infrastructure Works
Framework agreement for delivery of infrastructure works to support the development at Meridian Water. The scope of works is the delivery of strategic utility services and highways, demolition and construction works, earthworks, land remediation and bridges infrastructure to support the new Meridian Water development.
Meridian Water is a major 6 000 000 000 GBP, 25-year London regeneration programme led by Enfield Council, bringing up to 10 000 homes and thousands of jobs to Enfield, north London.
The Council reserve the right not to award call-offs from this framework or to alter the sequence of proposed works required. For further information, please refer to 'Memorandum of Information' in the procurement documents.
Procurement of a framework for the delivery of main/ strategic utility services and highways and bridges infrastructure to support the development at Meridian Water.
The scope of works is the delivery of strategic utility services and highways, demolition and construction works, earthworks, land remediation and bridges infrastructure to support the new meridian water development. This work will be allocated in phases as detailed in the Memorandum of Information (MOI) within the procurement documents. The scope of the contract is primarily a works contract with an element of design development required.
The Council reserve the right not to award call-offs from this framework or to alter the sequence of the proposed works required.
Contractor selection is a lean competitive dialogue procedure conducted in accordance with the Public Contracts Regulations 2015. The procedure will comprise a single dialogue stage, followed by the submission of Final Tenders as detailed within the timetable shown within the procurement documents, please note these dates are indicative.

The tender returns will, in part, be evaluated on the basis of tenderers’ approach to delivering social value. Further guidance will be provided in the detailed tender documentation. It is expected that social value outcomes will include, but may not be limited to, outcomes falling under the following themes:

The proportion of the evaluation attributed to social value will be as detailed in the evaluation criteria in the tender documents.
Section IV: Procedure
There will be high upfront costs for the successful contractor and it is necessary for the framework to have a duration of five years in order for the successful contractor to have a sufficient length of time to recover those upfront costs.
Section VI: Complementary information
The shortlisting selection process will be by means of a questionnaire. The Council is using Constructionline (a procurement and supply chain management scheme that collects, assesses and monitors standard company information) to rationalise the procurement process. If the applicant has a verified 'Gold Standard' membership of Constructionline, the applicant will not have to complete certain parts of the questionnaire pack.
