Perkančioji organizacija reikalauja, kad tiekėjai pateiktų Europos bendrąjį viešųjų pirkimų dokumentą – aktualią deklaraciją, pakeičiančią kompetentingų institucijų išduodamus dokumentus ir preliminariai patvirtinančią, kad nėra tiekėjo pašalinimo pagrindų, nustatytų vadovaujantis Viešųjų pirkimų įstatymo 46 straipsnio nuostatomis. Tiekėjas (taip pat visi tiekėjų grupės nariai, jei pasiūlymą pateikia tiekėjų grupė) ir ūkio subjektai, kurių pajėgumais remiasi tiekėjas, turi atitikti reikalavimus dėl pašalinimo pagrindų nebuvimo.
