TfL Professional Services Frameworks 2 – Transport Planning and Impact Monitoring (Including Health and Safety and Environmental Services) Framework (PSFW2) — 94202
The suite of TfL Professional Services Frameworks are TfL's and its Group Companies', Greater London Authority and its functional bodies and all London Boroughs, primary means of accessing engineering, planning and project management support and expertise from the external supply chain. In line with its Commercial Strategy, TfL continues to work within a category management approach for replacing the current suite of frameworks. Fundamental to the success of the programme is ensuring that the intended users have access to the necessary technical and specialist skills and services to meet their requirements. The key strategic objectives of the new suite of Frameworks includes higher quality service provision, reduced costs and greater value for money.

The duration of the Framework Agreement will be 3 years. TfL reserves the right to extend by a period or periods of time up to a maximum of 4 years.
Lot A1 — Freight Planning and Commercial Vehicle Planning and Modelling
TfL undertakes studies into commercial vehicle operations. “Commercial vehicles” refers to all types of road vehicle used for the provision of goods and/or services. These will include goods vehicles (HGV and LGV), coaches and other specialist vehicles (e.g. construction, waste, security).
Database Design & Development
The undertaking of work related to the design and development of databases and database systems and processes to allow TfL to meet its current and future requirements for the creation, management and dissemination of data.
Road Safety (inc Using Road Casualty Data)
In order to develop Road Safety interventions that are appropriately targeted and deliver maximum casualty reduction benefits, it is necessary to carry out a range of road safety research. The research will be consistent with the goals and ambitions of the Safe Streets for London road safety action plan and will cover the different categories of investigation as highlighted below.
Statistical Modelling & Bespoke Analysis
This capability includes the ability to analyse data to reach an understanding of travel behaviour, behavioural response to policies or schemes, and travel patterns. It also includes the ability to develop forecasting spreadsheets and mathematical modelling techniques tailored to arising needs.
Strategic Transport Modelling
This category of work includes the development and application of strategic multi-mode models. It includes the process of constructing, calibrating and validating such models.
Strategic Transport Scheme Planning & Design
The undertaking of feasibility and design studies to assess options for improvements to the transport network and additions (stand-alone or as a package) to accommodate new or significantly intensified land use development in areas of regeneration. Options to be tested could include rail and bus station enhancements, interchange improvements, changes to rail or bus service patterns, new or extended public transport networks, improvements to existing roads including traffic, bus priority, cycling or pedestrian improvements, or construction of new roads. Studies can include some or all of the following – surveys, multi-modal demand forecasting, public transport assignment modelling, local or strategic highway modelling, pedestrian flow modelling using software such as Pedroute or Legion, technical design and engineering.
Consultants will be required to undertake optioneering work to scope out a range of potential options and to identify the best performing options against TfL’s objectives.
Strategic Transport Planning & Policy
TfL seeks to give the most robust, evidence-based strategic transport planning and transport policy advice to the Mayor, London Assembly, local authorities and HM Government and makes the best possible business decisions for itself, This is to ensure London’s diverse transport needs are met with appropriate provision of transport services in the short, medium and long-term, over a timescale of twenty years or more as demonstrated within the Mayor’s Transport Strategy (MTS).
Analysis and optioneering to develop strategic transport options for Opportunity Areas and other locations likely to see rapid economic development or population changes.
Recognising the needs of its business units, TfL must ensure its own operations and new transport investments address the Mayor’s desired outcomes as specified in the MTS and London Plan, ensuring best possible value for money. As well as seeking to influence transport planning decisions, strategic planning activity considers other related activities such as business planning, corporate policy and programme management activity, and management of its assets.
Taking account of the client’s legal obligations and the desire for best practice, in accordance with the MTS.
Transport Assessment, Studies & or Statement
Transport Assessments are produced to support Planning Applications or new transport schemes as part of an Environmental Impact Assessment requirement. Transport assessments fall into two categories: (i) commissioned by TfL and prepared by consultants on behalf of TfL to assess the impact of TfL promoted transport schemes, and (ii) prepared by the private sector or public sector bodies and submitted to TfL to review as the statutory highway and public transport authority.
Transport Economic Advice, Appraisal & Business Impacts
Transport Surveys (inc Travel Research Behaviour)
Transport for London undertakes studies into all modes of transport. The production of these studies would involve the use of a wide range of transport data. This category includes the collection and processing of data, geocoding and analysis.
Travel behaviour research is conducted by TfL in order to understand the patterns of travel at an individual and household level and to explore the potential for change or the impacts of schemes and policy interventions. This may range from simple origin/destination postcard surveys to complex Stated Preference exercises and longitudinal panel surveys.
Suppliers will be expected to offer expertise in quantitative social research methods, from survey design/testing and sampling, through to survey administration (face-to-face, by telephone and online), data processing/cleaning/weighting, analysis and reporting. In particular, suppliers will be expected to offer expertise in stated intention and stated preference techniques and associated analytical methods. Suppliers will be expected to have experience of qualitative research
Methods for the purposes of survey design and as a follow-up to quantitative surveys, but it is unlikely that purely qualitative studies will be let through this category.
The Consultation and Projects Team (C&PT) is responsible for the delivery of consultations and ensures compliance of consultation across the organisation. The team consults and engages the public and other stakeholders on changes to policy, services and infrastructure to ensure TfL:
• Meets all statutory obligations to consult
• Makes informed decisions
• Can minimise uninformed objections to proposals
• Involve the public and stakeholders in decision making processes
• Understands the needs of its customers and stakeholders
Geotechnical Engineering & Site Investigation
Geotechnical Engineering is the provision of expert advice and support in assessing the stability and strength of soil and rock materials, as well as groundwater conditions.
Data Modelling and Monitoring
The supplier is required to offer specialist technical skills in data analysis, modelling and monitoring activities in environmental issues such as air quality, noise, flooding and heat. Energy and carbon modelling requirements are described in more detail in the Energy and Climate Change Mitigation section.
Green Infrastructure & Biodiversity
The supplier is required to offer technical expertise and support on all aspects of green infrastructure policy and practice including: biodiversity and habitat management, (including terrestrial and aquatic ecology), arboriculture and landscape management. The supplier should also be able to provide advice on technical matters relating to green roofs, green walls and sustainable drainage and methodologies relating to biodiversity offsetting and natural capital accounting.
Health, Equalities and Socio-Economic Assessment
The supplier is required to provide technical expertise to conduct assessments for health, equalities or socio-economic impacts of proposed policies and scheme development. It is essential to TfL and the GLA that they fully understand the health impacts of transport related activities such as air pollution or noise. Health Impact Assessment needs to cover all project aspects, i.e. Schemes on contaminated land need to do an assessment on how this risks health to construction workers and nearby public receptors.
Water and Marine Specialists
The supplier is required to offer technical expertise in water resources such as hydrodynamics groundwater modelling, water quality and water engineering complemented by surface water hydrology, aquatic ecology, water management and economic assessments.
Vehicles and Emissions
The supplier is required to offer support and advice on vehicle emissions testing. The supplier is required to offer technical expertise and to demonstrate their ability to critique new and existing products, fuels and technologies and assess potential benefits for TfL.
Noise and Vibration
The supplier is required to offer technical expertise and support on noise and vibration.
Climate Change and Adaptation
The supplier is required to provide technical expertise to support all aspects of climate change adaptation, in line with the Mayor’s objectives. The supplier will also be required to provide technical expertise and support on developing engineering solutions that maximise environmental benefits.
Energy and Climate Change Mitigation
The supplier is required to provide technical expertise to support all aspects of climate change mitigation and assessments of energy and carbon requirements in line with the Mayor’s objectives. The supplier will be required to provide technical expertise, modelling and analysis to assess energy and carbon implications of strategic policy decisions on decarbonisation pathways, carbon reduction targets or budgets and technological uptake.
H&S Audit Assurance and Site Inspections
Audits are undertaken by Transport for London in relation to the health and safety management systems operating across all Business Units. Audits are also conducted where suppliers are carrying out TfL’s undertakings.
Incident Reporting and Investigation
Incidents involving staff, contractors and other persons affected by TfL’s undertakings, including members of the public, will be reported, investigated and communicated within TfL. Requirements for investigation will include but not be limited to the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations, Environmental Incident reporting requirements, etc.
Health and Economic Impacts
It is essential to TfL and GLA that they fully understand the health and economic impacts of air pollution in London. This includes understanding the health and economic impacts of changes in air quality expected as a result of proposed policies.
Community and Health Effects and Impacts Assessments
The supplier is required to provide support and advice on the assessment of the likely effects of TfL projects on the community in general and/or their health and wellbeing.

The Contracting Authority expressly reserves the right:
(i) not to award any contract as a result of the procurement process commenced by publication of this notice; and
(ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will the Contracting Authority be liable for any costs incurred by the
Candidates. If the Contracting Authority decides to enter into a Framework Agreement with the successful supplier(s), this does not mean that there is any guarantee of subsequent contracts being awarded. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential suppliers. Any orders placed under this Framework Agreement will form a separate contract under the scope of this framework between the supplier and the specific requesting other contracting body. The Contracting Authority and other contracting bodies utilising the framework reserve the right to use any electronic portal during the life of the agreement.

Transport for London (TfL) is a complex organisation operating both as an executive agency of the Greater London Authority (GLA) under the direction of the Mayor of London and as provider of transport services. The services may be provided to GLA/TfL and/or its subsidiaries and may also encompass London Regional Transport (LRT). TfL will be establishing a Framework Agreement for use by all London Boroughs (and any future successors to these organisations), City of London and the Greater London Authority and all its Functional Bodies.
Any orders placed under this Framework Agreement will form a separate contract under the scope of this framework between the supplier and the specific Contracting Authority.
The Contracting Authority and other contracting bodies utilising the framework reserve the right to use any electronic portal during the life of the agreement.
