Leicestershire County Council is the procuring authority acting on behalf of the Midlands Highway Alliance (MHA) — an alliance of 21 local authority members; existing members are:

— Leicestershire County Council,

— Barnsley Metropolitan District Council, Buckinghamshire County Council, Derby City Council,

— Derbyshire County Council,

— Doncaster Metropolitan Borough Council, Leicester City Council,

— Lincolnshire County Council,

— Milton Keynes Council, Northamptonshire County Council,

— Nottingham City Council; Nottinghamshire County Council,

— Oxfordshire County Council, Peterborough City Council,

— Rotherham Metropolitan District Council, Rutland County Council,

— Sandwell Metropolitan District Council, Staffordshire County Council,

It is anticipated that the MHA will merge with the Midlands Service Improvement Group (MSIG); all existing members who remain members of the new organisation will have access to the framework.
