Abschnitt II: Gegenstand
The contract will involve the successful contractor undertaking medical adaptations and associated works within Barrhead Housing Association existing residential dwellings over a 4 year period from the commencement date. Currently, Barrhead Housing Association undertake and provide approximately Thirty (30) adaptations to existing bathrooms annually to their customers who reside in Barrhead, Neilston, Thornliebank and Newton Mearns.
Individual orders will be issued for each adaptation required during the contract and bidders are advised that Barrhead Housing Association currently issue approximately sixty (60)-Seventy(70) oders per annum in relation to medical adaptation works. Individual orders may include full medical adaptation works to an existing bathroom or shower room, singular or multiple component works or trades.

Barrhead Housing Association are seeking to establish a contract for the provision of medical adaptations to existing residential properties with a suitably experienced and qualified contractor. The contract is intended to commence in September 2019 and will operate for a maximum of 4 years (with the option for an extension of one further year) subject to satisfactory performance of the successful bidder which will be measured through key performance indicators. The contract will primarily be delivered in Barrhead, Neilston, Newton Mearns and Thornliebank, East Renfrewshire. The anticipated contract value is 70 000 GBP per annum (excluding VAT).
Interested parties are advised that a 'Meet the Buyer' event shall be held at the offices of Williamsburgh Housing Association, Paisley, at 10.00 a.m. on 25.4.2019. The event is free of charge and shall provide further information through an overview of Williamsburgh Housing Association's requirements and how to complete the tender documentation. The event will also provide an opportunity for interested parties to ask questions of the buyer face-to-face. The question and answer session will be recorded and will be made available as 'additional information' through the Public Contracts Scotland portal during the tender period. Places are limited and interested parties are restricted to a maximum of 2 delegates from their organisation. To record your interest, please email the names of your organisations delegates to firstname.lastname@example.org no later than 17.00 BST on 24.4.2019. Places will be allocated on a first come first served basis and further information on the 'Meet the Buyer' event schedule will be issued to registered delegates in advance of 25.4.2019. In the event of over-subscription we may restrict attendance to a single delegate per organisation.
Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Part IV Section C 'Technical and Professional Ability' will be scored on a pass or fail basis using the following scoring methodology.
0 = Unacceptable — nil or inadequate response. Fails to demonstrate an ability to meet the requirement. A tenderer which scores ‘0 – Unacceptable’ against any question may be disqualified.
1 = Poor — response is partially relevant and poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled.
2 = Acceptable — response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas.
3 = Good — response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled.
4 = Very Good — response is largely relevant and very good. The response demonstrates a very good understanding of the requirements and provides adequate details on how the requirements will be fulfilled.
5 = Excellent — response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.
A tenderer will be required to achieve a minimum score of 3 against each Question within Part C, i.e. a score of 3 or greater shall represent a pass whereas a score of 2 of lower will represent a Fail. Barrhead Housing Association will disregard, and not evaluate the remainder of a tenderers bid should the tenderer fail to achieve the minimum score of 3 (a Pass) against any of the questions included with Part C. Part D — quality assurance schemes and environmental management standards.
